At present,China has entered a period of rapid urbanization development.The relationship between urbanization development and rural land circulation is two-way and dynamic.The characteristics of new urbanization are land and gathering people.Land is the most basic means of production for farmers.Rural land circulation provides convenient conditions for the development of new urbanization.The scale of land circulation restricts the speed of new urbanization construction.Therefore,the scale and rate of rural land transfer has increasingly become a constraining factor for the development of new urbanization.Under the principle of guaranteeing the unchanged use of land,we should deal with the relationship between urbanization and land transfer,which has a two-way effect on the construction of new urbanization and rural economic construction.Based on the analysis of the current situation of China's land circulation and the concrete actions of the government in promoting the land transfer and the effectiveness of the government's actions,this paper combines with the actual investigation and study of the land transfer in ShougUang City of Shouguang,and measures the government's behavior from the three dimensions of macro policy formulation,economic adjustment and social security elements,and studies the influence of government behavior on the rural land circulation.Ring.By studying the government behavior in rural land transfer,this paper has certain theoretical and practical significance for the government to transform its functions and promote rural land transfer,deepen rural land reform and build modern agriculture.This paper takes "land circulation" and "government behavior" as the main research issues,and on the basis of searching and reading a large number of domestic and foreign literature and related theories,combining theory with practice,constructs quantitative analysis indicators to measure the relevant variables affecting farmers'land circulation willingness in government behavior.Through issuing questionnaires,collecting questionnaires,sorting out and calculating data,this paper analyses the influencing factors of the willingness of farmers to transfer land in government behavior on the basis of theoretical analysis.Through empirical method,it draws the significant influencing factors of farmers,land transfer,and combines the empirical results to analyze,so as to explore the methods of Optimizing Government Behavior and promote the development process of land transfer.We should allocate land resources and accelerate the development of new urbanization.This paper mainly consists of six parts.The first part:Based on the background of new urbanization,elaborates the relationship between new urbanization and rural land transfer.Rural land transfer is the restrictive factor to promote the construction of new urbanization.To coordinate the relationship between the development of new urbanization and rural land transfer,we should optimize the allocation of land resources and improve the efficiency of land use.The second part focuses on the relationship between new urbanization and rural land transfer.The concept of government behavior,the land property rights theory,the service-oriented government theory and the limited government theory are used in this paper.The third part:mainly through the data collation,with the chart form auxiliary analysis present stage Chinese land circulation present situation and the government in the land circulation behavior,to the present stage breaks in the promotion land circulation the government behavior obtains the achievement to carry on the analysis;fourth parts This part is divided into two sections.On the basis of reading a large number of existing literature,referring to the empirical results of land transfer of predecessors,combined with the characteristics of questionnaire sample data,the factors influencing farmers'willingness to land transfer in government behavior are analyzed.On the basis of theoretical analysis and previous research experience,the first section chooses three dimensions of macro-policy,economic regulation and social security to measure the government's behavior.The main indicators of macro-policy are land confirmation policy,agricultural subsidy policy,agricultural tax reduction and exemption policy,policy accessibility and land transfer period.The main indicators of economic regulation are land transfer subsidy and transfer contract norms.The main indicators of social security factors are the new rural old-age insurance and the new rural cooperative medical system.In the second section,on the basis of theoretical analysis,the influencing factors of the three dimensions are hypothesized.The fifth part:From the perspective of government behavior,construct the indicators that affect faraiers'willingness to transfer land,and explain the selected indicators accordingly.This paper uses nine indicators in macro-policy to measure farmers'willingness to transfer land,such as land confirmation,agricultural subsidy,agricultural tax relief,policy accessibility,land transfer period,land transfer subsidy and contract regulation in economic regulation,new rural endowment insurance and new rural cooperative medical system in social security elements,and carries out binary logit regression on nine indicators.The model is constructed and the prediction results are obtained.The empirical results are analyzed and the conclusions are drawn.The sixth part:combined with the empirical results of the study,it draws the conclusion of the impact of government behavior on the rural land transfer,and puts forward the targeted countermeasures and suggestions from the three aspects of macro policy-making,economic regulation and social security.
