Research On Government Behavior In Land Circulation In Shishi City

Grass-roots government is the direct manager of land resources,and have the responsibility to maximize the efficiency of rural land transfer..At present,the grass-roots government should solve a series of problems about resource integration,rational utilization of land,land reform and the acceleration of rural land transfer,etc.The government behavior in land transfer process has been taken as the analysis object,and the methods of literature analysis,questionnaire and interview,comparative research and so on have been adopted in this paper,which has analyzed the current situation and existing problems of the government behavior in land transfer process in Shishi,on the basis of the relevant research progress and theory at home and abroad.First of all,the behaviors of governments at all levels in land transfer,the way of land transfer in Shishi and the government behavior and achievements in land transfer have been analyzed.Secondly,the executive ability of management,performance,supervision and service of Shishi government in land transfer has been investigated by means of questionnaire and interview.Problems have arisen in land transfer of Shishi government.For example,the publicity and promotion of relevant policies on land transfer was insufficient,and performance deviation of government policy in land transfer occurred.And the problems of government misconduct in land transfer existed.In addition,the government gave the priority to the management instead of service.At the same time,this paper has demonstrated the relevant factors resulting in these problems and highlighted the deficiencies of policy and government itself.Thirdly,this paper has summarized the experience concerning government behavior in land transfer,based on the analysis of government behavior in land transfer in Fumian,Yulin,Guangxi Province.Finally,some recommendations have been put forward.The behavior of Shishi government in land transfer should be optimized while the efficiency of policy publicity should be facilitated.And the government service behavior should be improved while the laws and regulations on rural land transfer should be strictly implemented.What's more,the supervision role of government in land transfer should be effectively played,with an aim of providing reference for promoting the government behavior in rural land transfer in Shishi.
