| China's community correction went through a period from pilot exploration to popularize all over the country.Now,it has become key rule of law systems and measures,achieving the purpose of punishment in situation and policy of combining punishment with leniency,in giving equal value to punishment and education.It is an important guarantee for prosperous and stable society and long-term stable state.The Paper regulates community correction development situation timely,analyzes existing problems and gives improvement strategies and advice.Written under the background of the upcoming of Community Correction Law of the People's Republic of China,the Paper is of significance in promoting community correction,enhancing correction effect and supporting society stability.The Paper takes Taishan district of Tai'an city as an example.It analyzes operational conditions and problems of community correction and discusses group and temporal and spatial characteristics of correction target by means of document research,spot investigation,statistic analysis,empirical research,and so on.It makes construction scheme of dedicated correction area and proposes optimal management strategy combing work requirements and land use characteristic.Main research results include:(1)The Paper makes community correction's operational condition and problems in Taishan district distinct.Led by government,community correction in Taishan district is with obvious political tendency,and effective in pratice.However,it also has problems like lag of site construction,worker shortage,solidified work patterns,poor coordination of department,insufficient funds,and so on,lacking the use of social power.Limited by such states and problems,community correction can only tends to focus on daily regulatory requirements within current system,which weakens social requirements of community correction.(2)The Paper masters characteristics of correction target in Taishan district.Through statistics,analysis and concluding on data information of Taishan district's correction targets in 2012-2019,it is observed that,Taishan district's correction targets possess obvious temporal and spatial characteristics and group characteristics,showing up a relative stable tendency of temporal and spatial changing.People participating in community correction are growing at a rate of 25.37% year by year,and will sustain for a long time.In spatial distribution,it presents a gathering state to central city.Probationary suspension is the main source of community correction targets with a 91.6% share.The cases are mainly young people,97.77% of which are people aged 18-60.These people are generally with lowereducational qualification,almost half of which are correction targets with junior high school or lower educational backgrounds.On the type of crime,dangerous driving and violent crime are prominent,44.29% of the criminal penalty is related to road traffic safety,29.99% are involved in violent crime,and the violent crime of community correction targets show an obvious trend of young people and low educational background.(3)The Paper develops dedicated community correction area planning and site-selection scheme in Taishan district.It proposes planning principles of dedicated community correction area construction and designs functional architecture of dedicated area.Combing the prominent features and present working situation,with siting demand of community correction area and spacial characters of land use in Taishan district,it is suggested to construct Taishan distinct community correction center by remoulding old districts and using administrative land or social welfare land,which is a promotion of surplus land,at the intersection of Dongyue street and Wenquan road.The Paper sets up psychological counseling area,violent crime correction area,traffic safety education area,reemployment service area and other functional areas,and put forward suggestions on working force and operation mode.(4)The Paper puts forward optimal management strategy of community correction in Taishan district.According to the typical characteristics of community correction objects in Taishan district,combined with the current situation and outstanding problems of community correction in Taishan district,it introduces suggestions including promoting dedicated community correction area,forming a joint force of community correction,optimizing community correction work mode,enhancing division linkage,ensuring community correction,and so on.This Paper analyzes the operational state of community correction in Taishan district,the group and spatial and temporal characteristics of community correction objects,and puts forward the dedicated site planning and construction scheme and the optimal management strategies of community correction.The results can be used for reference to improve community correction measures and conditions in Taishan district and similar areas. |
