Quality Evaluation And Countermeasures Of New Urbanization Development

In the 40 years since China’s reform and opening up,urbanization has developed rapidly.In 2018,the urbanization rate has reached 59.6%,and the urban population is 830 million.With a large number of farmers entering the city,there are also some new problems and contradictions.Therefore,the establishment of a scientific and complete index evaluation system to comprehensively evaluate and analyze the development of new urbanization,find out the problems and deficiencies in the development,and propose targeted countermeasures and suggestions,which is conducive to promoting the healthy development of new urbanization.Taking West Zhangzhuang Town,Xintai City,Shandong Province,as an example,this paper analyzes the characteristics of the development of new urbanization in West Zhangzhuang Town by means of on-the-spot investigation,literature,interview and systematic analysis,summarizes the development mode of "West Zhang",and specifically analyzes the preparation work in the early stage of construction,solving the problems of "land" and "funds",as well as the status of Supporting services and industrial economic development.The quality of the new urbanization development in West Zhangzhuang Town is evaluated and analyzed.Based on the analysis of the current situation of the new urbanization in West Zhangzhuang Town,combining with the development goal of the new urbanization,with "new urbanization development quality" as the target layer,and "economic development,social undertakings,urban construction,ecological environment,urban-rural coordination" as the criterion layer,25 representative indicators as the index layer,a three-layer,five-dimensional,and twenty-five new urbanization development quality evaluation index system was constructed.The entropy method and index sum method were used to construct a quantitative calculation model to quantitatively evaluate and comprehensively analyze the quality of the new urbanization development of West Zhangzhuang Town.Through evaluation and analysis,from the perspective of overall development,the overall development of new urbanization in West Zhangzhuang Town is on the rise year by year,with the overall development quality score index of 0.78 in 2018,basically reaching the expected development goal;from the perspective of the development of each of the five elements,thereare differences in the development of each element.The score of the three elements of social undertakings,urban construction and ecological environment in 2018 are all over 0.9,basically reaching the 2020 target expectation.The score of economic development and urban-rural coordination are 0.4 and 0.6,which are relatively low,and there is a certain gap from the 2020 target expectation.In view of the problems and deficiencies found in the comprehensive evaluation and analysis,this paper puts forward some operable countermeasures and suggestions.Through the comprehensive evaluation and analysis of the current development situation of the new urbanization in West zhangzhuang Town,it is found that the development of the new urbanization in West Zhangzhuang Town is still deficient in the aspects of management service,industrial development and urban-rural coordination.It is proposed to strengthen talent training,build a talent support system,transform the government functions,improve the quality of government services,adhere to the interaction between industry and city,and integrate urban and rural development to promote the better development of the new urbanization in West Zhangzhuang Town.
