Research On Government Behavior In The Process Of Industrial Structure Adjustment

Currently developed countries in response to the global manufacturing industry development in new situation,in succession to "re-industrialization" strategy,strengthen the forward-looking layout,advanced manufacturing preempted future industry competition.As China's economic development has entered a new normal,China has proposed made in China 2025 based on the domestic and international economic development situation.Then Henan Province issued the made in China2025 Henan action program and other documents to promote the transformation and upgrading of the industrial structure and achieve sustainable economic development.In recent years,Zhengzhou has accelerated the development of leading industries,eliminated backward production capacity,and continuously optimized the industrial structure.But,it is also faced with the problems such as the lack of key links in the industrial chain of some clusters with too low proportion of industrial leading industries,and the task of transformation and upgrading is arduous.How to change the problems in the adjustment of industrial structure and improve the overall strength of industry is an important issue for the economic development of Zhengzhou city.In this paper,by means of literature research,Survey Research,case analysis,industrial structure theory and new public management theory,the government behavior in the industrial structure adjustment of Zhengzhou city is studied.Firstly,this paper analyzes the research background and significance of government behavior in industrial structure adjustment,sorts out the research status of government behavior in industrial structure adjustment at home and abroad,and provides theoretical basis for the next research.Secondly,the paper introduces the relevant concepts and basic theories of local government behavior in industrial structure adjustment and points out the role of government behavior in industrial structure adjustment.This paper introduces the current situation of industrial structure in Zhengzhou,finds out the development dilemma of industrial structure in Zhengzhou,analyzes the government behavior in industrial structure adjustment of Zhengzhou,finds out the existing problems and deficiencies,and lists the experience in industrial structure adjustment of other provincial capitals for reference.Finally,by using themethod of theory with practice in Zhengzhou city as an example,puts forward Suggestions for the government to promote industrial structure adjustment through the clear role of local government to transform traditional industries to develop leading industries actively strengthen the supervision and increase guide strengthen support measures and system reform,crack restricts the bottleneck of industrial structure adjustment,to better promote industrial structure adjustment of Zhengzhou city.For the old industrial city of Zhengzhou,it is of great significance to improve the government behavior and promote the industrial structure upgrading of Zhengzhou to build Zhengzhou into a national center city.At the same time,it can be used for reference to promote the adjustment of industrial structure of municipal government in China.
