An Analysis Of The Prevention Mechanism Of Mass Incidents Under Multiple Co-governance

At present,China is facing the economic transition,social transformation and comprehensive reform into the "deep water zone",the structural transformation makes mass incidents appear frequent and prone.At the 19th national congress of the communist party of China(CPC),we advocated "building a social governance pattern featuring joint contribution,Shared governance and Shared benefits." we worked to strengthen the front line for preventing conflicts and risks through joint governance of multiple social entities,so as to defuse risks and hidden dangers at the beginning and prevent them before they become serious.Proposed in this paper by multiple social main body participation to build a preventive mechanism of mass incidents,to give full play to government departments,enterprises,social organizations and ordinary people's enthusiasm and exert its function advantage,in intelligence to information gathering,analysis,early warning,network public opinion guidance,the source channel to resolve,etc.,the mass incidents can more effectively implement "found in the early,prevention first,disposal in small".This paper firstly defines and expounds the prevention mechanism of mass disturbance and mass disturbance,and also systematically expounds the one-dimensional governance model and the multi-governance model,and analyzes and compares the advantages of the multi-governance of mass disturbance prevention from the political,economic and social perspectives.At the same time,the issue of M city 2014 PX project,2019 H county and X crowd rioted against funeral home project events as the research object,from the perspective of public management,sociology,psychology and other disciplines,using case analysis,literature reading,depth interviews and other research methods,further exploration in the prevention and disposal of these three events link exposed problems and lessons,from government departments,enterprises,social organizations and ordinary people,a total of four perspective prevention mechanism of these three events.Finally,based on the theory of polycentric governance,crisis management theory,combined with M city as the four cities,economic and social development level needs to improve the actual,from the principles,composition of the main body,management mode,construction of the key,security operation,a total of five angles,put forward the Suggestions and countermeasures,for building work sharing social governance structure,establish perfect and effective operation and preventive mechanism of mass incidents diverse work provides the reference.
