Analysis Of The Dilemma Of The First Secretary In The Village Under The Background Of Targeted Poverty-Alleviation

In order to promote targeted poverty alleviation,the central government formulated the first secretary system in an innovative way,which is a strong institutional arrangement in the process of poverty alleviation and plays a crucial role in promoting the implementation of poverty alleviation policies at the grassroots level.The responsibilities of the first secretary are mainly to strengthen the construction of grassroots organizations,promote targeted poverty alleviation,serve the people,and improve the level of governance.Giving full play to the role of the first secretary and making the best use of the limited resources play an irreplaceable role in the fight against poverty.This paper studies the role relationship of the first secretary in different situations,and finds the dilemma of the first secretary in different situations.Firstly,the first secretary faces the identity transition difficulties.Secondly,the participation of multiple actors is restricted,which is reflected in the limitation of the dispatched units,the restriction of the township party committee and the rejection of the village party committee cadres.Finally,due to the difficulties caused by relevant policies and systems,there are few local strategies,high multi-task pressure and few promotion incentives.It is mainly due to the limited ability of the first secretary himself,the strength of the dispatched units,the influence of the "villain-village" closed relationship and the "double-track governance" system,the imprecision of personnel selection,power and responsibility mismatch,and the lack of incentives,etc.To change the role dilemma,it is necessary to strengthen the personal capacity building of the first secretary,improve the resource allocation and sharing,strengthen the communication with the village level,and clarify the division of powers and responsibilities.At the same time,we should take an effort in the selection,management,incentive of the first secretary.
