Research On The Path Of The Role Reconstruction Of The First Secretary Stationed In The Rural Area Under The Background Of Rural Revitalization

Rural revitalization is not only an important driving force for the integrated development of urban and rural areas,but also an important cornerstone for accelerating the modernization of agriculture and rural areas,which is related to the realization of the Chinese-style modernization of common prosperity for all the people.For the implementation of the rural revitalization strategy,the central document proposed that the first Secretary be selected for the village,play the important role of the first secretary in promoting rural revitalization,and clarify the main responsibilities and tasks of the first secretary stationed in the rural area to build a strong village party organization,promote a strong village and enrich the people,improve the level of governance,and serve the people.This provides a direction for the role of the first secretary stationed in the rural area under the background of rural revitalization and leads the transformation of its role objectives.Therefore,the role of the first secretary stationed in the rural area must be adapted and reconstructed,so that the first secretary stationed in the rural area can continue to play an irreplaceable role in promoting agricultural and rural modernization in the rural revitalization.This paper adopts the case study method,takes the implementation of the rural revitalization strategy as the background,and builds A context-function-norm analysis framework for the reconstruction of the role of the first secretary stationed in the rural area based on the core elements of the social role theory.Taking the selection of the first secretary in A county to work in the village as the starting point,the paper conducts field research on A county and discusses the current situation of the work of the first secretary in A county in the new stage of rural revitalization.Through the field investigation,it is found that the first secretary of A County village has promoted the steady and orderly development of the rural revitalization work at the present stage through the role practice of role continuation,role strengthening and role transformation.At the same time,in the process of role reconstruction,the first secretary stationed in the rural area still faces three realistic dilemmas:insufficient role understanding in the context transformation,difficult positioning in the function lag,and slow role formation in the absence of norms.On this basis,the author puts forward the path of the role reconstruction of the first secretary stationed in the rural area: First,follow the situation change,understand the role expectations;Second,strengthen function update,clear role positioning;The third is to speed up the construction of norms and form role models.This will help further improve the system of the first secretary stationed in the rural area and promote the implementation of the rural revitalization strategy.
