Research On The Process Mechanism Of Participatory Budgeting

The Fourth Plenary Session of the Nineteenth Central Committee of CPC made major arrangements for adhering to and improving the socialist system with Chinese characteristics,and promoting the modernization of the national governance system and governance capabilities.Promoting the modernization of the national governance system and governance capabilities is a major issue related to the long-term stability of the country and the well-being of the people.The modernization of the grassroots governance system and governance capabilities is an inevitable requirement for advancing the modernization of the national governance system and governance capabilities.Participatory budgeting,as an innovative content of the budget management system,is an important part of the grassroots governance system.Therefore,exploring the internal mechanism of participatory budgeting can improve the level of participatory budgeting and lay the foundation for the modernization of the grassroots governance system,which has important practical significance.This article reveals the internal mechanism of participatory budget by studying its process mechanism.So,what is the process mechanism of participatory budget?What is the relationship between the process mechanism and the participatory budget?These problems are to be discussed in this paper.Selecting the participatory budget reform of Xihu District of Nanchang City as an example,the article tries to answer these questions by taking the participatory observation method.Process refers to the regular order of those mechanisms that produce similar changes in elements.The dynamic process can show the complete cause and effect of participatory budget events and the interaction and transformation of all parties in the participatory budget.The participatory budgeting process includes four stages:initiation,promotion,procedures,and results.Mechanism refers to changing the relationship between a specific set of elements in the same or very similar way in all events under different background conditions.Mechanisms rarely function independently,and are usually linked to other mechanisms to form a broader process.The mechanisms that play a key role in the process of participatory budgeting are procedural mechanisms,participation mechanisms,organizational mechanisms,and monitoring mechanisms.These four mechanisms are interconnected to form a participatory budget process.The reason why participatory budgeting is different from other governance methods is that its core elements have the characteristics of "repeating,negotiable,and decision-makeable." The internal mechanism between participatory budgeting process mechanisms and core elements is analyzed to reveal the internal mechanism of participatory budgeting.The research result shows that the four stages of initiation,promotion,procedures,and results of the participatory budget process provide the necessary hardware foundation for the core elements of the participatory budget,promoting the enthusiasm of citizen participation,completion of the practice of negotiation and decision-making,and ensuring the results of the citizen decision.Procedural mechanism,participation mechanism,organization mechanism,and supervision mechanism of the participatory budget mechanism provide the necessary procedural basis,the practice of negotiation and decision-making,organizational guarantee,and supervision guarantee for the core elements of the participatory budget.The article explores the internal mechanism of participatory budgeting by analyzing the process mechanism,and improves the practice level of participatory budgeting,providing a viable path for benign "interaction among government governance,social regulation and residents' self-government" and "improve the institutional channels for mass participation in grassroots social governance".Thus it promotes the modernization of the grassroots governance system,thereby improving the grassroots governance capacity.
