Research On Social Welfare Service Organizations For The Disabled From The Perspective Of New Public Service Theory

The living condition of the disabled is an important symbol that reflects the national living standard and the degree of civilization.As China has a large population of disabled people and a great demand for services,the construction and improvement of the social security system for disabled people bears on the overall situation of realizing the goal of building a moderately prosperous society in all respects.As a vulnerable group,the social welfare of the disabled deserves special attention.Social welfare service institutions for the disabled,as institutions providing rehabilitation,employment,nursing,care and other related services to the disabled,are the basic units for the disabled to implement welfare policies,improve welfare level and provide welfare services.The high-quality development and sustainable operation of social welfare service institutions for the disabled affect whether the broad disabled people can share the development benefits and enjoy a happy life on the basis of living in peace and contentment and having no worries about food and clothing.In view of the importance of social welfare service institutions for the disabled in China and the urgency of optimizing social welfare services,this paper analyzes the overall situation of social welfare service institutions for the disabled in China by taking the social welfare service institutions for the disabled in Shandong Province as the entry point.The author makes a comprehensive analysis of social welfare service organizations for the disabled from the perspective of the New Public Service Theory,by using Qualitative Research Approach,to makes an objective evaluation of the situation and problems of social welfare service institutions for the disabled,and tries to provide directional suggestions for the development of social welfare service institutions for the disabled in China.This paper adopts the Length Interview method as the data collection method to interview social welfare service institutions and public servant for the disabled.This paper found that China's current social welfare service institutions for disabled persons are generally underdeveloped and poorly operated,operations,and the following problems need reform and correction:(1)the institutional problems,mainly reflected in the organization is more closed management,and there are deprived the rights of persons with disabilities and organizations of persons with disabilities rights difficult security problems caused by social isolation,lack of communication with the outside world.(2)the administrative problems.It is mainly reflected in that institutions and management departments take management rather than service as the goal.The top-down management model ignores the opinions and needs of the disabled,and there are scattered and backward policy systems and inconsistent policy management rules,leading to obvious administrative characteristics,too much emphasis on efficiency rather than improving service quality.(3)the problem of commercialization is mainly reflected in the fact that the organization engages in commercial operation services rather than welfare services,and adopts a small number of less professional service personnel to provide services based on profit maximization.The development plan of the organization is also based on comm ercial calculation,and the needs of the disabled are not emphasized.In the governance system with citizen as the core,the new public service theory mainly focuses on the role of public administration.Based on this,this study believes that the reason that causes the institution to fall into the dilemma of residential administration and commercialization is the abandonment of the three core principles of citizenship,civil rights and equity and justice in providing welfare services to the disabled,the agency no longer takes civil rights as the basis and provides developmental multi-level services based on dignity and needs for the disabled.Instead,it turned to administration-oriented and adopted residential and closed management mode to infringe upon the civil rights of the disabled.No longer take citizen as the foundation,through citizen participation and multi-party consultation to jointly determine public interests and service projects;Instead,it has turned to institutionalism,with top-down administration and policy making that ignores the interests of people with disabilities.It is no longer based on fairness and justice to provide all disabled people with public welfare services;Instead,they turned to profit-oriented,treating citizens as customers and welfare as business,which ultimately led to problems in the institutions and made it difficult to realize the pursuit of the public interest.This study holds that,starting from the new public service theory,the goal of welfare service should be changed,and diversified participation and responsibility of welfare service should be realized,so as to realize sustainable operation of service institutions for the disabled and achieve high-quality provision of social welfare services for the disabled.First of all,to change the service goal,we should advocate the concept of public interest first,publicize the new concept of disability and positive welfare,and deepen the concept of service-oriented government.Second,we should open up channels for citizen participation,build social communication platforms,provide policy and financial support for institutional innovation,strengthen institutional investment in human capital,and seek diversified participation.In addition,the government should clarify responsibilities,formulate regulations,make balanced distribution,promote social participation and improve social supervision,so that institutions can fully protect the rights of the disabled,and realize the innovation of institutional services and the development of welfare of the disabled based on the needs of the disabled.
