Study On Voluntary Service Working Mechanism In The Context Of Mass Organizatior Reform

Under the background of modernization reform on national governance ability and governance system,the central government has made clear the role and position of the Communist Youth League in participating in the innovation of social governance and undertaking social affairs management through the mass organization reform.As an important function and classic brand of the Communist Youth League,voluntary service has become an important force to innovate social governance and export public service products because of its flexibility,low cost and non-profit characteristics.The 19th National Congress of the Communist Party of China(CPC)proposed to "promote the institutionalization of voluntary service" and "build a social governance pattern of co-construction,co-governance and sharing ",and the central and local levels paid more and more attention to voluntary service work.With the gradual transformation of social governance model and the increasing attention of citizens to the realization of personal value under the new social principal contradictions,voluntary service has made unprecedented rapid development.At the same time,the rapid expansion of voluntary service has led to a series of questions in undertaking the social operation and affairs such as insufficient capacity,multi-channel management,unclear responsibilities,lack of long-term planning and so on,some work and activities has become self-circulated in the leadership internal and even closed operation.These problems are basically consistent with the original intention of mass organization reform,studying and solving these problems has become an inevitable requirement to promote mass organization reform,promote the development of voluntary service,and improve the modernization level of social governance in Jinan.The paper is based on the requirements of mass organization reform,supported by the new public management,the third sector theory and the demand achievement theory.It also investigates and analyzes on the actual situation and problems of Jinan's volunteer service mechanism with discussion of advanced experience and theory from domestic and international researches,The paper puts forward some suggestions to improve the voluntary service mechanism from the aspects of organizational leadership,project development,capacity building and management guarantee,which helps to improve the organization,service,leading and sustainable development ability of the Communist Youth League,and provide methods and ideas for promoting the mass organization reform and the modernization of the national governance system and governance ability.
