Not to mention that we cannot completely abandon those systems before the reform to achieve the effect of deepening the masses.Even if we can,the problem is equivalent to treating the system as the sole element of organizational behavior,ignoring the shaping effect of individual behavior at the micro level on the organization.From a micro perspective,reaching out to the masses is also the result of the action strategies adopted by actors within the group organization.A field survey of the Women's Federation cadres in Area C shows that whether or not they can reach the masses depends on the action strategies adopted by the Women's Federation cadres' groups under the influence of different systems before and after the reform.Before the reform,the Women's Federation cadres who were not affected by any incentive system basically did not invest emotional factors in their work.The result was aggravation of the group's tendency to break away from the masses;the reformed system was more conducive to the implementation of the Women's Federation'scadres through emotional governance.Go deep into the results of the masses.At the same time,for the part of the Women's Federation cadres who have not invested any emotions in the masses' work,they can also turn their passive and indifferent action strategies into positive and enthusiastic strategies through institutional incentives.Therefore,"deep into the masses" is not only the result of changes in institutional arrangements,but also the result of the emotional governance of the Women's Federation cadres.In the future,mass organizations reform needs to find directions from the two dimensions of institutional design and emotional governance.
