A Study On The Difficulties And Solutions Of Rural Grassroots Elderly Association Participating In Social Governance

The problem of population aging has become a common social problem faced by all countries in the world.The problem of population aging in our country is very serious.The huge population base of our country determines that there are an amazing number of elderly population.According to relevant standards,China has entered an aging society since 2000.During the 13th Five Year Plan period,China will usher in the growth peak of the elderly population.By 2020,it is estimated that there will be 248 million elderly people.In the new era of socialism,at the critical moment of building a well-off society in an all-round way,the protection of the rights and interests of the elderly and the reconstruction of their welfare have become an important part of social governance.The Association for the elderly,which plays an important role in promoting the development of the pension industry,is becoming more and more important.To explore and study the relevant issues of rural grassroots Association for the elderly is helpful for the standardized and orderly development of rural grassroots Association for the elderly.From the perspective of sociology,management and other disciplines,this paper defines and combs the theoretical basis of the elderly association and some concepts of the elderly association,which is of great significance to promote the sustainable development of rural grassroots elderly association.Through the field research,it is concluded that the participation rate of rural grassroots Association for the elderly in the process of social governance is high,the organization and management framework is basically established,and the activity site and facilities are relatively complete.The development mechanism of the elderly association consists of the social participation mechanism of the elderly,the mediation mechanism of grass-roots disputes,the honorary recognition mechanism in rural areas,the assistance mechanism for the elderly in need,and the participation mechanism of voluntary activities.The main functions of the Association for the aged are to promote social stability in rural areas,enhance the group happiness of the elderly,help the grass-roots governance in rural areas,and promote the construction of spiritual civilization in rural areas.Through data analysis and interview research,it is concluded that there are some development dilemmas in the process of rural grass-roots elderly associations participating in social governance,such as relatively backward formulation of laws and regulations,lack of stable and sustainable funding sources,low level of standardized construction,lack of organizational vitality of some associations,and the work of associations not included in the government performance appraisal system.Accordingly,it puts forward the development path and countermeasures such as speeding up the formulation and improvement of relevant laws and regulations,multi-channel guarantee of the funds of the elderly association,improving the standardized management level of the rural grassroots elderly association,enhancing the vitality of the rural grassroots elderly association in many ways,and integrating the work of the elderly association into the government performance evaluation system.
