Research On The System Of Social Old - Age Service In Guiyang Under The Background Of Population Aging

With the all-round development of social economy and technology, all-round improvement in health care and living standard, and rapid growth in aged population in Guiyang, the number of people living to advanced old age has continued to dramatically increase in recent years. In order to meet the social needs of population aging, Guiyang government has issued a series of policies and systems to encourage and support the development of aged service industry. However, there exist some problems in social system of aged care service. For instance, aged services are in short supply and in uneven distribution, management responsibility of government has fuzzy subject, professional staff in aged service are rare and the services have low quality, items of aged service are monotonous, information asymmetry exists in the service, and so on. The social system of aged care service in Guiyang still can not meet the needs of population aging. Given this situation, this thesis try to explore the social system of aged care service in Guiyang from the perspective of demands of the aged in order to help the aged to live a happy life in their old age.The questionnaire survey designed in this thesis is on the basis of Maslow’s Theory of Needs through five foundations—physiological needs, safety needs, love and belonging, esteem, and self-actualization. The relevant sample data have been collected through questionnaire survey. Then the collected data have been sorted out. By using SPSS software and factor analysis, the three major requirements factors that affect aged service requirement has been found, including the aged people’s self conditions, economic conditions and their personal willingness. Finally, on the basis of the experience of aged service in pilot regions, the three major factors mentioned above have been selectively analyzed.The main conclusions are as follows:(1)The government has not adequately considered the diversity in aged people’s self conditions when they supply them the service.(2) The aged have low income, thus the government should provide appropriate subsidies in relevant elderly-care policy.(3)The aged have low requirements of the present supported aged service. It shows that they are dissatisfied with the current aged service level and quality to some extend.Therefore, Some suggestions have been made for the social system of aged care service in Guiyang from five aspects: requirements assessment system, policy and regulations system, personnel training system, and quality assessment and supervision system.(1)The government should make clear the contents of aged service through setting up requirement assessment system.(2)The current policies are too macroscopical and they lack specifics. What’s more, the supply of aged service and establishment of nursing institution for the aged have no relevant policy guarantee. So well-established policy and regulations system should be set up.(3) There are few professional service personnel. So the personnel training system should be established to ensure sufficient human resources in aged service.(4)The provided aged service should be evaluated and supervised to improve the quality of aged service.(5)The fund operation of aged service should be regularized and the supervision should be strengthened.
