Research On The Supervision Mechanism Of Relatively Centralized Administrative License Right Reform

Relatively centralized reform of administrative licensing rights is an important measure to deepen the reform of "streamline administration,delegate powers,improve regulation,and strengthen services".It is also an innovative reform that is deeply concerned by all circles.At the local level,the reform started in Wuhou District in 2008.After that,there has been much discussion on this reform in the academic and practical circles,and some achievements have been made.However,the current research mainly focuses on the feasibility of the reform and lacks the analysis on the micro level of the reform mechanisms.In 2018,all cities and counties(county-level cities and city districts)in Shandong province carried out the reform and established administrative examination and approval service bureau,which became an important attempt and exploration.Under reform,the power of examination and approval and related government affairs services were separated into the approval authority,while the supervisory power is left to the original competent department of examination and approval,leading to the relative separation of examination and approval from supervision.In the practice,with the continuous improvement of examination and approval efficiency,the difficulty of follow-up supervision is gradually increasing.Problems such as the lack of smooth communication between examination and administration and the imperfect supervision mechanism have become prominent,which restrict further promotion of the reform and its follow-up.In order to get the maximum benefit of the reform,it is urgent to deal with the relationship between the approval authority and the follow-up supervision subject,realize the coordination of examination and administration,and optimize the supervision mechanism.This paper selects D district of Shandong province as an example,take the new public service theory and the holistic government theory as the guidance,explores the supervision mechanism of the reform.By analyzing the problems existing in the current supervision mechanism and finding it's causes,and absorbing the experience in Wuhou District of Chengdu and Binhai New District of Tianjin,the paper put forward some suggestions to perfect the supervision mechanism.It is suggested that,on the basis of scientific division of the responsibilities of the examination and management,technical means and consultation system should be adopted to build a channel of communication between the examination and approval department and the supervision department.Meanwhile,they should also promote the effective operation of follow-up supervision from the aspects of supervision methods,the clarity and the implementation of supervision responsibilities.
