Economic and technological development zone is a product of China's reform,development and innovation,has made a larger contribution to the economic development,it is small organization,but big service,is a microcosm of our country administrative operation,cooperate with the condition of economic development level of the administrative system,the function of play has an important influence for economic and technological development zone.In more than 30 years of development,the development zone has been constantly exploring innovation,improving the system and mechanism,in order to adapt to economic development,better serve economic development,stimulate innovation and creativity,and promote the development of the development zone to a better stage.The staff system reform is the focus of the development zone management system reform in recent years,which is based on the national promotion of development zone reform and innovative development,the provincial promotion of economic and technological development zone system and mechanism innovation,and the city and county economic and technological development zone management system reform according to the work needs.Economic and technological development zone of the staff system reform through perfecting the operating mechanism,set up institutions of science,make work target,perfect appraisal system,implements the hired,the measures of the implementation of performance pay,office working efficiency is improved,director-general,entrepreneurial atmosphere,landing speed key projects,fiscal and tax revenue obtained high.But also exposed some problems,has not yet achieved the maximum goal of staff system reform.This paper tries to through the economic and technological development zone staff system reform process and the description of the reform measures,to form a complete cognitive staff system reform,and with an eye to the future development problem analysis,research the reasons behind the problem,analyze the improvement of the staff system reform,in order to better promote the development of economic and technological development zone.This paper adopts text analysis,case study and other research methods to carry out the research.Staff system reform practice in rizhao economic and technological development zone as an example,this paper rizhao economic and technological development zone staff system reform,the specific process and the reform measures,and adopts questionnaire and interview method,the effectiveness of the staff system reform research,we analyzed the problems in the process of staff system reform,and analyzes the reasons behind the problem.According to the problems and reasons to deepen the staff system reform to propose targeted improvement Suggestions,in order to better optimize the economic and technological development zone management system and mechanism,for our country's economic development to contribute more and greater strength.Through paper studies,staff system reform is to security administration degree is low,department functions are still cross,work intensity and pressure,the promotion channel is relatively narrow,the service level is not enough quality problems,investigate its reason,there is lack of effective supervision,lack of institutional functions in-depth analysis and integration of appraisal index system of the lack of personality,no unified standard for personnel selection system,as well as to the employees lack the comprehensive quality education training,etc.In the future,when deepening the staff system reform,we should pay attention to strengthen the.de-administration,speed up the change of personnel status,improve the establishment of institutions,straighten out the division of department functions,set reasonable goals,improve the incentive,reward and punishment mechanism,standardize the promotion system,improve the development of talents,strengthen education and training,and continue to optimize the level of service.
