In the process of continuous standardization of development zones in China,the functions of Management Committee of development zones are gradually clear,and the development direction of development zones is also more clear.However,with the change of external situation and the demand of self-development,many problems existing in the personnel salary system of the Management Committee of the development zone have become an important part of hindering the development speed and operation efficiency of the Development Zone,which not only affects the work enthusiasm,but also is not conducive to retaining excellent talents.Therefore,it is the basis of the efficient operation of the Management Committee of the development zone to study the problems in the personnel salary system of the Management Committee of the development zone and formulate the optimization countermeasures.It is also an important part of the reform of the system and mechanism of the development zone.It is also the key to retain talents for the Management Committee of the Development Zone,and plays a role in improving the management system and management mode of the Management Committee of the development zone.In the past,the research on the Development Zone mostly focused on the National Development Zone,but less on the provincial Development Zone.Therefore,this paper selects the development zone of T City as an example to study the constraints of the current personnel salary system on the Development Zone,and solve the problems of low efficiency of the Management Committee of the Development Zone,lack of talent attraction,and performance appraisal as a mere formality.According to the objective needs of the enterprise management of the development zone at the present stage and the actual situation of T City,the optimization of the salary system starts from the angle of increasing the salary incentive,and refers to the performance management theory,puts forward the personnel salary system optimization suggestions for the development zone of T City,which is closer to the actual situation of the Development Zone,and further promotes the theoretical research on the optimization of the salary system of the development zone.This paper analyzes the current situation of the personnel compensation system of the Management Committee of the Development Zone in T city through field visits,questionnaires and interviews,Through the analysis of the problems and causes in the personnel and salary management of the Development Zone under the current system,the paper finally puts forward that the formulation of scientific performance management rules,the adjustment of positive and negative incentive scale,the establishment of objective and fair assessment system and the construction of scientific post setting can improve the staff’s work enthusiasm,and the excellent talents can play an important role The optimization suggestions can effectively improve the public service capacity of the Development Zone,for reference of similar development zones in the province.
