| Since 1992,Yingkou has been approved to set up the first state-level economic and technological development zone in Bayuquan,after 27 years of development,remarkable achievements have been made in the construction of Yingkou development zone.The development zone has become a powerful engine that drives the city’s economic and social development,the mainstay of opening to the outside world,and the experimental fields for reform and innovation of system and mechanism.However,the Yingkou development zones is in the process of further development,and there are some new problems and contradictions that need to be solved urgently in the administrative system,those problems and contradictions are becoming the bottleneck that restric the further development of the development zone.Therefore,it is necessary to further deepen reform measures to promote the healthy development of development zones.Guided by the multicenter governance theory,this paper combines the author’s experience in the development zone for many years,on the basis of studying the theoretical results and practical experience of the reform of management system in the development zone at home and abroad,with the analysis of achievements and problems in the reform of management system of Yingkou economic and technological development zone,and summarizes the main problems in the reform of management system,including that the orientation of power and responsibility functions of development zone is not clear,the establishment of development zone is unreasonable,the management mode of "Management Committee+Company" is mere formality,barriers between levels or departments and multi-head management often occur.The main causes of these problems include the absence of the legal status and main qualification of the administrative committee of the development zone,the top-level design of institutional reform is not innovative and reform means are single,the lack of innovative consciousness and market thinking,and none of the supporting mechanism of management system reform.Based on the above analysis,this article puts forward four countermeasures for the management system reform of Yingkou economic and technological development zone,including:defining the legal positioning and management authority of the administrative committee of the development zone,integrating the establishment of institutions in development zones,strengthen the "management committee+company" model and construct a new model of socialized governance with multi-subject participation,and perfecting the supporting mechanism of management system reform in development zones. |
