Research On Government Regulation Of Online Car-hailing

After entering the public eye in early 2012,Online Car-hailing,supported by Internet technology,has developed rapidly with the advantages of convenience and concessionary price,which its traditional taxi does not have.Online Car-hailing not only meets the high quality travel needs of the public and promotes the development of shared economy,but also causes hidden dangers of safety and conflicts with traditional taxis,which brings challenges to government regulation.In fact,the problem of online car-hailing is a problem of the combination of new things and traditional industries in the Internet age,which contains rich new phenomena,new problems and new laws.Therefore,the research on the government regulation of online car-hailing has obvious theoretical value and strong practical significance.The classical theories of public management,such as public interest regulation theory,regulation capture theory and collaborative governance theory,provide us with a rich theoretical basis for the study of online Car-hailing government regulation.By using the research methods of literature analysis,comparative analysis,case analysis and so on,we can deeply analyze the concrete practice of the government regulation of Online Car-hailing in our country.In the comparative analysis of the differences of government regulation of Online Car-hailing between China and foreign countries,this thesis probes into the problems of the government regulation of Online Car-hailing in our country,and probes into the effective improvement methods.Through the analysis of the relevant literature,it can be found that the gov ernment regulation of Online Car-hailing in China has gone through four stages:wait-and-see,transition,legality and integration.At present,represented by the "interim measures for the Management of Network booking Taxi Business Service" issued by seven ministries and commissions,including the Ministry of Trans port and Transport,in July 2016,both the central and local governments of ourcountry have issued a series of relevant laws and regulations on the government regulation of Online Car-hailing.The central level regulations mainly stipulate three aspects: Online Car-hailing platform,driver and vehicle,Local laws and re gulations mainly focus on Online Car-hailing access,the number of vehicles and market prices and other aspects of regulation.From the analysis of laws and regulations and regulation practice,the government regulation of Online Car-hailing in China has made a lot of progress and achievements,but there are also many problems in the concept of regulation,regulation laws and regulations,access to Online Car-hailing and the implementation of regulatory measures.From the practice of Online Car-hailing regulation in the United States,Britain and Sing apore,it is worth our reference to adopt different regulation methods,relax acce ss requirements and encourage multiple subjects to participate together.In view of the above situation,our country can perfect the government regulation system from the aspects of changing the concept of Online Car-hailing regulation,perfecting the regulation and regulation of Online Car-hailing,relaxing the access conditions of Online Car-hailing and forming the cooperative governance patte rn of multiple subjects.
