As the hybrid product of the Internet and traditional taxi industry,the appearance of online car-hailing has subverted the way people trip and travel.Through the information integration of big data platforms,online-car hailing has provided passengers with more personalized transportation services,on the other hand,which has also indirectly brought extra employment opportunities for society.However,when the issues,such as the space capacity of traffic facilities,traffic order,public safety,major public interests and especially the safety of passengers,are taken into consideration,how to balance the advantages and disadvantages of the "online car-hailing" is a challenge to the government supervision.The local municipal government in Quanzhou has adopted a series of innovatory measures to regulate the "online car-hailing",but it is still in an immature stage.Based on this,we collected the operation data of local online car-hailing and the regulations published by government,and interviewed the leaders of the Department of transportation,governors of the platform company,the employees,and the passengers.It is found that there are some supervision problems lying in the local online car-hailing industry,such as the mono supervision subject,the lack of effective supervision system,and laggard management methods.This article investigated the reasons for these problems from three different aspects,namely industry,government and society.Finally,by referring to the management experience from other countries,and combining with the social regulation content of the government regulation and multi-center participation theory,we proposed some profound suggestions for improving and optimizing the local government management of the online car-hailing industry.
