| With the progress and development of The Times,the car-hailing service has also changed from the traditional cruise service to the online reservation service,which relies on the high-speed transmission of network and information.The online car-hailing service has been exerting a great market influence since the beginning.However,with the gradual expansion of its influence,a series of problems have also emerged in the online ride-hailing industry.Based on this,the Ministry of Transport issued the Interim Measures on the Operation and Service Management of Online Booking Taxi in 2016.The legislation,marked the beginning web about car group on the standardization and marketization operation way,this is the government for an effective control of the market,but in the management way,has not been effectively solving network about car operating malaise,which exposed many many loopholes in management and the laws and regulations,this caused the scholar and the folk widespread debates.Therefore,in 2018,the Ministry of Transport issued the Measures for the Operation and Management of The Internet Reservation Taxi Supervision Information Interactive Platform,and in the same year,it jointly issued the Notice on Strengthening the Joint Supervision of the Internet Reservation Taxi Industry.Specific provisions were made on the platform’s data transmission and joint supervision responsibilities,aiming to strengthen supervision.Based on the theories of collaborative governance,market failure and government regulation,and by using the methods of literature research,comparative analysis and empirical investigation,this paper conducts a series of researches on the introduction of temporary measures and the regulation of grassroots governments on ride-hailing.In this paper,in the perspective of jinyun county for the network about car supervision,first the concept of network around the car,the concept of government regulation and network about car for defining the concept of government regulation,it is concluded that in network about cars in the market management,belong to the network trade and take on the basic characteristics of public travel function,and the government regulation in the network management service about car and main body status.Then,starting from the current supervision status of the government of Jinyun County on online ride-hailing,this paper points out the deficiencies of the current supervision content and measures,including thelack of policies and standards,the lack of management mechanism,the unknown management subject,and the blank of the industry self-discipline system.It also explains the causes of the inadequate supervision and puts forward corresponding countermeasures.The author believes that to strengthen the supervision of ride-hailing in Jinyun County,it is necessary to make good use of the comprehensive supervision force,strengthen its own supervision positioning,straighten out the relationship between platform and government,individuals and platforms,government and individuals,and clarify the obligations and rights of all parties.We proposed measures to speed up the promulgation of detailed rules,establish an Internet supervision platform,enrich law enforcement tools,and introduce third-party supervision.Give full play to the government’s role in allocating market resources,establish and improve the evaluation and feedback mechanism for consumers,maintain market order,and strengthen service quality management,so as to ensure that online ride-hailing can truly become a reasonable and legal public service force within the jurisdiction of Jinyun County,and realize the effective sharing of resources. |
