Study On The Causes And Prevention Strategies Of Corruption Of Grassroots Officials In The S City

At present,the problem of corruption of grassroot officials in China is still very serious.Grassroot officials play an important role in China's domestic socialist construction.As the fundamental practitioners of various lines,principles and policies of the party and the government,they act as the backbone of the Party Central Committee in the implementation of various work and economic work at the grassroot level.From a political view,the corruption of grassroot officials weakens the ruling foundation of the party and destroys the grassroot democracy.From the economic perspective,the corruption also brings loss of the state-owned collective property and restricts the development of county economy.For the society,it poisons social atmosphere and threatens social stability.Therefore,it is of great significance to explore the causes of corruption and raise up concrete measures to deal with the grassroot corruption in today's anti-corruption work.Based on correlative theories of Public Management Science and Sociology,this thesis takes the S city as the fieldwork site and some typical cases of corruption of grassroot officials in the S city as the investigation object,combining theory with practice.The results reveal that the corruption of grassroot officials in the S city is mainly of economic cases,having a strong tendency of concealment and long-term group development.Under digging these cases,this thesis tries to analyze the multiple dimensional causes of corruption of grassroot officials in the S city.It shows that the main subjective reasons are “officialdom worship” and psychology of vanity and compensatory.The objective reasons include the mammonish value,the underestimation of the corruption for the leaders,ineffective supervision and lower penalty standards.Given the above reasons,this thesis proposes that the Party committee,the government,and the Commission for Discipline Inspection and Supervision should fully take responsibility of the duty of supervision.Accordingly,there are four aspects of promoting the supervision: firstly,strengthen the ideological education of the grassroot officials;secondly,strengthen the investigation and punishment of corruption;thirdly,strengthen the system construction to better satisfy the demand of supervision;last but not least,set up the positive incentive institution.By means of these measures,we are able to curb the corruption momentum of the grassroot officials,cut off their corruption channels,and improve their working and living conditions.Then,the grassroot officials will follow the rules of “dare not corrupt,do not want to corrupt”.Ultimately,this thesis serves as a reference for the Party Committee and Government of the S city by providing theoretical supports.
