"The integration of modern society into rural society is fundamentally a transformation of traditional peasant nature,so that scattered peasants with deep historical roots can be integrated with modern society and become members of the modern state system."Administration establishment is the carrier of the country's integration of rural society.The state integrates the will of the country into the rural society through the establishment and adjustment of the grassroots administrative system,integrates the scattered rural society into the state power system,and finally realizes the transformation of the rural society.From the perspective of history,the integration of rural society is an inevitable trend.Based on the changes in political goals at different stages,the state will continue to adjust its behavior in the process of integrating rural society.In the field investigation,the author found that "two natural villages with similar geographical areas experienced changes in the process of integrating the rural society in the process of national integration,and ultimately did not become a village with administration establishment",which led to the author's thinking:Why are the two villages with similar geographical proximity unable to integrate?Based on the facts mentioned above,this article focuses on the reform of the administrative system of the villages with history characteristics.Because of "same places,two different origins",two villages with different blood relationship and different geographic areas are formed in the same area.And the traditional difference between natural villages,this difference shows a clear village identity boundary and autonomy border.During the period of the Republic of China,state power penetrated into the grassroots society,constantly adjusted and changed the grassroots system,and finally restored the Baojia system based on the natural village.The administrative system did not break the village's original autonomy,and the limited intervention of the government to the village was realized.After 1949,in order to consolidate the new regime,the state broke the traditional village structure based on blood and geography through land reform and the reform of Renmin gongshe and finally realized the full involvement of the rural society,the penetration of state power into rural society has also been greatly strengthened.During this period,the state carried out administrative establishment,but completely deviated from the circumstances of village.Guo Xicun and Guo Dongcun were also coerced into an administrative unit by the state.This externally forced integration realized the formal transformation of the rural society.However,the internal psychology and habits of traditional small farmers have not been integrated.The administrative system suppresses the vitality of rural society,restrains the development of rural productivity,and reverses the natural law of rural social development.In the end,the state has to relax its administrative intervention power in rural society and establish the reform of "rural politics system" in the new era.The country has changed the way of integrating rural society,on the basis of respecting the historical and cultural traditions of the village,the farmers'willingness is given more consideration,and the villages are given greater autonomy in their choices.,and efforts will be made to achieve a benign interaction between state administration and village autonomy.The conclusion of this thesis is:under the impetus of the national external force,the grassroots administrative establishment system mechanically integrates the village,and realizes the simple integration of the external form in a short time,and does not achieve the internal integration,the result is more "integrate but not harmonious." The integration of the country into rural society is a historical process.It is a long process.It must fully consider historical and cultural characteristics of the village and continuously explore the appropriate ways of integration of the rural society.This study has certain enlightenment on the current rural governance:from the historical point of view,the establishment and adjustment of the grassroots administrative system must respect the historical tradition of natural villages,and stimulate the enthusiasm of villagers to participate in village affairs by means of the social resources endowed by natural villages.On this basis,this thesis strive to seek the balance and connection between administration and autonomy,so as to achieve effective governance of rural society.
