Study On The Performance Assessment Of The Grass-roots Procuratorates

In recent years,the procuratorial organs in our country have regarded the performance assessment as an important management method and actively promoted the performance assessment work.They have acquired some obvious achievements and advanced the scientific development of the prosecutorial work.In such a new era,due to the new circumstance,new situation and new task,there are still lots of problems in the performance assessment of the procuratorial organs,especially the grass-roots procuratorates.For example,there are still many problems in grass-roots procuratorates concerning the performance assessment such as ambiguous goals,unscientific index and nonstandard procedure,etc.Besides,there are still special problems in some grass-roots procuratorates.Therefore,the in-depth research should be carried out in order to provide strategies and suggestions on the improvement of the performance assessment of the grass-roots procuratorates under the new situation based on the practical situation of the performance assessment of the grass-roots procuratorates for the purpose of promoting the high-quality development of the prosecutorial work under the new era.The thesis has focused on the performance assessment of the grass-roots procuratorates on the basis of practice.The author has consulted many relevant literatures carried out the field investigation on the performance assessment of the grass-roots procuratorates in order to acquire relevant materials for the research.The author has illustrated the current situation of the performance assessment of the grass-roots procuratorates by taking Z City of Shandong Province as an example and summarized the problems arising from the performance assessment of the grass-roots procuratorates.After the deep analysis of the reasons for the problems,the author has learned from the advanced experience in the performance assessment of procuratorates at home and abroad and formed the strategies and suggestions on promoting the performance assessment of the grass-roots procuratorates.The thesis is composed of seven chapters.Chapter Ⅰ is the introduction.In this chapter,the author has introduced the research background and research significance of the performance assessment of the grass-roots procuratorates,summarized the literature review at home and abroad and then proposed research idea,research method and research framework,and finally illustrated the innovation points of this thesis.Chapter Ⅱ involvesrelevant definition and theoretical basis.In this chapter,the author has clarified the definition of the grass-roots procuratorates and the concept of the performance assessment as well as illustrated the relevant theories related to the performance assessment of the grass-roots procuratorates.In Chapter Ⅲ,the author has analyzed the current situation of the performance assessment of the grass-roots procuratorates by taking Z City of Shandong Province as an example.In Chapter Ⅳ,the author has analyzed the problems existing in the performance assessment of the grass-roots procuratorates at Z City of Shandong Province and the reasons for the problems.In Chapter Ⅴ,the author has researched the relevant experience in performance assessment of the procuratorates at home and abroad for the purpose of providing the reference for the settlement of problems existing in performance assessment of the grass-roots procuratorates.In Chapter Ⅵ,the author has formed strategies and suggestions on promoting the performance assessment of the grass-roots procuratorates by referring to the relevant literatures,relevant theories related to the performance assessment as well as learning from the advanced experience in performance assessment of the procuratorates at home and abroad as per the problems existing in the performance assessment of the grass-roots procuratorates and the reasons for these problems.Chapter Ⅶ is the conclusion and forecast.The author has concluded the thesis and come up with the forecast in this chapter.
