Study On The Problems And Countermeasures Of Violation Of Discipline And Law By Party Cadres In Rural Areas In Heyuan City Of Guangdong Province

Party members and cadres at the grass-roots level in the rural areas are the fulcrum of the Party and the government in carrying out various tasks in the countryside,and are the basis on which the masses rely.The clean style in rural grassroots organizations has a big large impact on the relationship between the party and the masses,economic development,and social stability.The support of the people is the strongest foundation for the party's governance.Currently,the mainstream of the party cadres at the grass-roots level in rural areas are good.In some regions and key areas,however,violations of discipline and law by party cadres at the grass-roots level in rural areas are prone to be prominent,resulting in the dissatisfaction from the people.To really play a deterrent effect on the case investigation by the discipline inspection organs,conclude the features of quasi-rural grassroots violations,aim at analyzing prone key crowd,key links and key issues,this thesis studied incompliance issues of the rural party members of the grass-roots level and cadres occurred in Heyuan city,Guangdong province.Through a large number of visits and research,the characteristics and universl rules for rural grassroots violations in Heyuan city,Guangdong province were summarizes.By making full use of the knowledge of politics,economics,sociology,psychology and other aspects,the reasons of the rural grassroots violations were analyzed,based on which,feasible countermeasures and suggestions have been putted forward.Until now,there are only a few published works involving the illegal disciplinary of the rural grassroots party organizations and cadres,although it is significantly important.In this thesis,taking Heyuan city,Guangdong Province as an example,incompliance issues of the rural party members and cadres at the grass-roots level were investigated systematically.The types and reasons of incompliance of party members and cadre at the grass-roots level were collected,classified,and analyzed.To effectively prevent and punish the illegal party members and cadres,institutionalized,systematic,and scientific solutions were proposed,which will improve the discipline inspection and supervision and the governance management at the grass-roots level,thus is of great significance.
