Research On The Problem Of Violation Of Law And Discipline By Public Security Police

Police department as national security force is one of the main sections of social governance and an important power of social administration.Police law&discipline violations can undermined the prestige of laws and regulations,affects the image of the entire police department and party members.It can also reduce the country's credibility.Since the 18th National Party Congress,anti-corruption has become an unanimous target of Chinese government.Police department has implemented internal screen of law&discipline violations but there are still cases reported.It is a major difficulty in the current management of public security organs.This paper introduces management theories first.Author takes the definition of administration as the starting point and clarifies the function of police department-the main body of administrative management.Then author focuses overall review of the current situation of China police illegal activities,then provides classifications of major illegal activities based on records from China J province from 2014 to 2016.The third section analyzes the root cause of police law&discipline violation from history,economy,policy system,supervision,police internal management and personal factors.The last section illustrates countermeasures of police illegal activities.Author reviewed experiences from other countries and regions and illustrates countermeasures aims at administration reform,supervision mechanism,internal management and personal training&education.Police illegal activities is the major issue of the management of police force and one of the unsolved problems in the reform of public security.In this paper,author analyzes police law&discipline violations issues using administrative management theories based on professional administrative management knowledge and own working experience in police team,trying to push the study of countermeasures of police law&discipline violations.Manage and eliminate police law&discipline violations could contribute the development of police and improve their services to the public.
