Study On Violation Of Discipline And Accountability In The Field Of Grassroots Poverty Alleviation In Putian City

It is the essential requirement of socialism and an important mission of our party to eliminate poverty,improve people's livelihood and gradually realize common prosperity.As the work of poverty alleviation and development entering the crucial stage,more and more poverty alleviation projects and funds are allocated to the grass-roots,which provided a solid foundation for the majority of poor people to get out of poverty.This was out to be a good thing to benefit the broad masses of the poor.However;some grass-roots cadre's,especially the village cadres have frequently stretched the vicious hands into the field of poverty alleviation and have designs on the "Life-saving money".The risk of corruption in the areas of poverty alleviation is rising,and the problem of corruption in the areas of poverty alleviation cannot be ignored.In the communique of the six plenary session of the 18th Central Commission for Discipline Inspection,it clearly stated to "Severely punish false impersonator,corruption and waste to provide a powerful guarantee of poverty alleviation".In October 2016,the Fujian Provincial Commission for Discipline Inspection issued "Work opinions on strengthening supervision and discipline of accountability to promote the precise poverty alleviation from 2015 to 2020",in which it will carry out the special work of supervision and discipline in the scope of poverty alleviation for six years within the province to provide a strong guarantee for poverty alleviation.This paper took various forms of work of the grass-roots government in poverty alleviation as the object of study,analyzed the causes of discipline violations combined with corruption of different districts,and thus summed up the corresponding countermeasures;it investigated and interviewed the relevant departments of Hanjiang District and other towns responsible for poverty alleviation work by means of questionnaire and interview,understood the current progress in the implementation of poverty alleviation work in Hanjiang District,the understanding of the disciplinary risk in the process or programs of poverty alleviation,and supervision and discipline on the poverty alleviation work of discipline inspection and supervision departments,which provide accurate data and detailed information for analyzing the current situation and the existing problems of the grass-roots government to carry out the poverty alleviation work.This paper believed that the grass-roots government has the problems of insufficient ideological cognition,loose supervision,and imperfect system in carrying out the poverty alleviation work,analyzed the influencing factors of district departments and town on implementing poverty alleviation work from the system perspective,and discussed the countermeasures of the grass-roots government to carry out the work of poverty alleviation from the legal basis,scientific system,individual cognition of executive subject,and institutional influence object of the system.
