By combing the common research tradition of "active elite-passive villager" in academic research and observing the empirical phenomenon of the village Y,this paper finds that the village order is still good under.the leadership of the inactive elite with average ability.Combined with the positive practice of ordinary villagers in Y village, this paper puts forward the concept of "active villagers".Meanwhile, this paper discusses the emotion logic and the interest logic behind the positive actions taken by ordinary villagers in the face of the loss of the elites, the violence of the external urbanization and the subsequent pressure of the Land Non-agricultural development,as well as the maintenance of the village order. The combination mode of "inactive elite-active villagers" in Y village has its background. On the one hand, the succession of the inactive elites to the active elites led to the villagers' strong sense of "loss of shelter",coupled with the pressure of urbanization violence and Land Non-agricultural,ordinary villagers were under the pressure of internal and external dilemma. On the other hand, the village elites who play the role of "clock breaker" completely put the village in the state of laissez faire with their "Inaction".And the public space of the village is fully released by avoiding the private intervention of the active elites in the village affairs and the suppression of the public space of the village. It is based on the unrestricted "freedom, that "active villagers" actively adjust themselves by using their "emotional toolbox" and survival and development strategies. It is found that the "active villagers" under the control of emotional logic use the"balance strategy" to resolve the "sense of loss of shelter" and "sense of unfairness"caused by the inactive elites and urbanization violence.Among them, the replacement of elites leads to the rupture of rural justice, and the unbalanced sense of local justice gradually accumulates into a kind of "bottom gas".When it can't be resolved in the form of public opinions such as abuse and discussion,it can balance the local justice by exercising political rights(petition, election etc.)to find back authority. In addition, for the imbalance of inner justice caused by external deprivation, such as urbanization violence,in addition to monetary compensation to balance the absolute sense of deprivation,"active villagers" also create emotional pressure to achieve psychological balance when material compensation is not available. The "active villagers" under the control of interest logic follow the "growth strategy"of sticking to the bottom line of survival, transforming livelihood and expanding development space to cope with the pressure of Land Non-agricultural.In this process, from the risk averse planting of houses and trees to the livelihood transformation of gaining incremental benefits, from the single fight of family production to the public cooperation of demand spillover,"active villagers" not only achieve the acquisition of"bottom line interests" to "growth interests",but also promote the private interests to public interests."Active villagers" are micro actors in Hayek's spontaneous order and "mitis" in Scott's sense. They balance the village's political ecology with their emotional justice, and realize the reconstruction of the village's interest order under the double pressure of internal and external. It is worth noting that, unlike the concept of "negative freedom"based on Hayek's spontaneous order theory, the maintenance of village order by "active villagers" is more based on the concept of "positive freedom",because it does not need to be subject to the intervention and suppression of the inaction elites, which is a relatively new discovery of this paper.
