Research On The Relationship Between Disabled Social Organizations And Government And Its Optimization From The Perspective Of Social Governance

Undertakings for the disabled are an important part of the cause of socialism with Chinese characteristics.The development of undertakings for the disabled is an important reflection of a country’s social civilization and the equality of rights in civil society.Social organizations of the disabled,as promoters of the disabled,have made great contributions to the rehabilitation,education,employment and social security of the disabled.In recent years,with the development of social governance theory,the main role of social organizations in the field of disability assistance has become more and more prominent.In order to ensure the better and faster development of undertakings for the disabled,the Chinese government has provided a lot of support to social organizations that help the disabled.However,the non-governmental nature of social organizations that assist the disabled puts them in an awkward position in the process of serving the society and performing their duties.Social organizations that assist the disabled often face multiple pressures from the society and the government because they do not have the authority of the government and have to assume part of the responsibilities of the government.If we want to give full play to the function of social organization,we must ensure its healthy development.To solve the difficulties in the development of social organizations to assist the disabled,coordinate the relationship between social organizations to assist the disabled,the government and the disabled.Therefore,in the context of social governance,this paper takes the relationship between different governance subjects as the starting point to study the relationship between the government and the development of disabled social organizations.This paper analyzes the difficulties,existing problems and causes in the development of social organizations that assist the disabled.Take the problem as the guidance,put forward the targeted countermeasure suggestion.This paper is divided into five main parts except the introduction.The first part mainly narrate from the connotation,characteristics,governance subject and the relationship between subjects of social governance,and introduce that social governance is actually the common governance of the whole society,and social governance has the characteristics of governance subject diversification,means diversification,and explicit purpose.It concludes that there is an ideal relationship model of equality and mutual benefit between the subjects of governance.The second part points out the uneven development level,imperfect related policies and regulations,and lack of internal motivation of social organizations that assist the disabled by sorting out the current development status and development scale of social In the third part,through the field research and analysis of the social organization RZ of AIDS to the disabled in H city,it is concluded that the social organization of AIDS to the disabled and the government have a cooperative relationship in an unequal state,and the problems between them are caused by the social environment and the unequal status of the two subjects.The fourth part is aimed at the current situation,drawing on the development experience of foreign countries and combining with the specific national conditions in China,the government proposes to promote the development of social organizations that assist the disabled from the aspects of laws,regulations,policies,funds,etc.,and at the level of organizations that assist the disabled,it proposes strategies such as strengthening the construction of its own organizations and strengthening internal supervision and management.Finally,Suggestions are put forward to improve the legal system construction,increase the purchase of public services by the government,and enhance the influence of social organizations that help the disabled.The last part summarizes the main ideas of this paper.
