Research On Social Security Of Disabled People

People with disabilities refers to the social group that suffers from abnormalities a certain organ or function facing specific challenges in daily life, which is a sort of inevitable social cost during human beings’reproduction and social progress, thus those people is a vulnerable groups in need of special social security. Social security for people with disabilities is desperately in need in order to maintain human beings’ general welfare, demonstrate humanity and virtue, maintain social stability and promote sustainable development. Accordingly, a country provides people with disabilities basic well-being for survival and daily life and helps them pick up the confidence and skills with special care and exclusive priority. As for law and policy, a country gives priority to the disadvantaged group’s social benefits by stipulating related laws and policies. Due to the physical and psychological gap between normal people and people with disabilities, it is more difficult for the latter to lead normal life. Therefore, government and society must provide disabled people with special attention and care. Meanwhile, affected by the complex external conditions, modern society faces way more causes of disabilities. The country or government, and its society shall work together to fight against the risks associated with external force majeure.Recent years witnesses the significant improvement of social security for people with disabilities in China, however, with problems to be further solved such as welfare and investment deficiencies, it is not easy to effectively satisfy the basic needs of people with disabilities and solve their special difficulties. Thus to mature the social security service system for people with disabilities and to safeguard the legitimate rights and interests for them are both essential to the fair and just social development in the long run.Taking Dalian High-Tech Zone as an example and focusing on the characteristics of people of disabilities as well as the general rules of social security development, this paper is dedicated to analyzing not only the current situation and problems of three faces of social security for people of disabilities: social insurance, social relief and social welfare, but also the deep reasons of restricting the sustainable improvement of social security for people of disabilities. Further more, this paper works out some advice to mature China’s social security system for people of disabilities by drawing lessons of the some developed countries. Hopefully, it can serve as the theory and practice reference to complete and better our country’s social security for people of disabilities.To compose the paper with the combination of theory and practice, firstly I refer to the different countries and organizations’ policies and measures on the protection of people of disabilities. Going further, the data and material accumulated form my work experience in CDPF sub organ have been applied into this paper.The issue of social security of people of disabilities covers many fields, due to the subjective factors including the lack of my knowledge, study experience, material analysis capacity and the objectives factors including the limits of study time and expense, this paper may be not as deep as expected and the proposed regulations and advice may also not be meticulous or perfect enough, which lefts several deeper questions to be studied and explored further by academia.
