A Study On The Construction Of Grassroots Political Power In JinChaJi Border Region During The Anti-Japanese War

The Jin Cha Ji base area was the earliest region in the north China battlefield where the anti-Japanese democratic regime was established.The base area had complete and complete policies on all aspects of the regime construction,and formed a relatively complete and innovative regime system,thus becoming a good "model" for the new China.The purpose of this paper is to sum up the valuable ideological wealth and practical experience accumulated under the leadership of the Communist Party of China in the Jin Cha Ji base area for the construction of grassroots political power,and to provide some historical reference and inspiration for the construction of contemporary rural grassroots political power.The text of this research is mainly divided into four parts.The first part mainly introduces the background of grass-roots political power construction in Jin Cha Ji border area.In this chapter,it mainly expounds the communist Party's choice of the route of the total Anti-Japanese War against the background of the outbreak of the contradictions between China and Japan and between the Kuomintang and the Communist Party,and how to formulate the political and military policy of the strategy behind the enemy lines by holding the Luochuan Conference,so as to clarify the dual objectives of the construction of Anti-Japanese base areas and the reform of the Anti-Japanese War.The second part sorts out the historical process of the grass-roots political power construction in Jin Cha Ji border area,mainly experiencing three historical stages from initial establishment to tortuous development and finally comprehensive consolidation.The third part discusses the Jin Cha Ji border region the main content of the grass-roots political power construction,mainly around the Jin Cha Ji border region of grassroots regime organization structure,the implementation of democratic elections and grassroots cadres team construction and so on aspects,including the authority which the villagers assembly and administrative organs at the grass-roots level the village office and its function,"three-thirds system" and the villagers' representatives meeting system implement and grassroots cadres at the grassroots level construction of education and learning style.The fourth part expounds the historical significance and modern enlightenment of the grass-roots political power construction in Jin Cha Ji border area.In terms of historical significance,the successful construction of the grass-roots political power in the Jin Cha Ji base area not only effectively supported the front battlefield and played an important role in the Anti-Japanese War,but also provided rich experience for the construction of the political power in the base area behind the enemy for reference by other base areas.In addition,in the process of regime construction in the Base area of Jin Cha Ji,a large number of excellent grassroots cadres were trained,which cultivated successors for the regime construction of new China and laid a solid foundation for the new democratic regime.In modern enlightenment,Jin Cha Ji border region as the representative of the Anti-Japanese base areas behind the enemy's regime construction and the model,its precious practical experience enlightenment for Chinese contemporary democratic politics,including dealing with the relation betweenparty and government,strengthen the leadership over the regime,insists on the principle of democratic centralism,implement a system of collective leadership and grass-roots self-government,democratic policy-making,adhere to the development of grassroots democracy and pay attention to the fine style of work and the cultivation of clean government cadres at the grass-roots level,etc.
