Since the collapse of the Soviet Union,security issues in the Post-Soviet space,especially in Central Asia,have become the focus of academic research.However,as a regional security regime in the post-Soviet space,the Collective Security Treaty Organizations(CSTO)have not been given sufficient attention.Moreover,many scholars regard CSTO as a military security alliance established by Russia to counter NATO's eastward expansion and strengthen its control over Post-Soviet space.After nearly 30 years of development,with the rise of non-traditional security as a major threat to international and regional security,CSTO has also made certain adjustments and changes to its objectives and positioning,from the traditional collective defense regime against external aggression to the multi-functional international organization to deal with modern security threats.For a long time,CSTO has been labeled as inefficient,incompetent,and talkative.Compared with the past,has the current CSTO removed the label of "inefficiency"?As an important regime for maintaining regional security in the post-Soviet space,how much has the CSTO achieved and why has it not produced sufficient regional influence?These issues and changing international political realities require us to look at the development of the CSTO in a perspective that transcends geopoliticsThis article adopts the theory of effectiveness of international regime,which is intended to study the effectiveness of the CSTO as a regional security regime.Using behavior change,problem solving and goal realization as the measurement in the analysis process.An evaluation system that integrates process and results can effectively measure the effectiveness of CSTO.The results show that the effectiveness of CSTO has improved significantly compared with that of Collective Security Treaty,but its effectiveness is still limited.Then,starting from the four independent variables of power pattern,regional regime overlap,regime legitimacy and domestic politics,the paper further explores the causal relationship that affects the effectiveness of CSTO.To be specific,first,power pattern is a structural factor affecting the effectiveness of CSTO.On the one hand,the power distribution of "one dominant power" reflects that CSTO is too influenced by the Russian strategic agenda,but its refusal to cooperate with Russia in Syria War also shows that the regime is not completely under Russian control,but shows a certain degree of institutional autonomy.On the other hand,the external power background is mainly reflected in the game between China,the United States and Russia,which aggravates the complexity of CSTO operation.Secondly,regional regime overlap is an exogenous factor.After the collapse of the Soviet Union,the efforts of many countries to "fill the power vacuum" made the security regime overlap in Central Asia seriously,and the objectives and tasks of each regime were not completely consistent or even contradictory.This greatly restricts the role of CSTO.Third,regime legitimacy is an endogenous factor.The legitimacy of CSTO is based mainly on its internal normative legal documents,not on the recognition of the external international community.This makes it difficult for CSTO to gain support,help and cooperation from other international political actors.Fourth,domestic politics is the unitary factor.CSTO member states are generally faced with the threat of non-traditional security and color revolution,which provides the cooperation space for the development of CSTO.However,the diversity of national interests of member countries often lead to different preferences and tendencies of countries towards the policies,plans and programs of CSTO.As a result,the CSTO often discusses without decision and its effectiveness is greatly reduced.The theory of regime effectiveness provides a new theoretical perspective to examine the development of CSTO.As a case of regional multilateral security regime,the study on the effectiveness of CSTO has certain reference value for the SCO.At the same time,with the withdrawal of American troops from Afghanistan,the new geopolitical reality will provide new opportunities for the development of CSTO.
