Undeniably Northeast Asian countries have entirely different political and economic structure coupled with ideology and social-cultural differences. From the perspective of geo-politics, the relationships among Northeast Asia's countries are complex, their interests are diverse, regional security becomes acutely sensitive and volatile. Theoretically, regional security cooperation regime stands for a series of formal or informal principles, norms, rules, and decision-making procedures around which actors expectations converge in regional security area. Nation-states, instead of pursuing short-term interest, cooperate for common security interest on the basis of mutual trust and mutual benefit.Northeast Asia Security Cooperation Re,me aims at creating a common mode of behavior (principals, norms, rules and decision-making procedures) with the underpinning of mutual trust. By doing so, individual security interest and regional peace and stability are achievable. Nevertheless during this course, regime structure is further strengthened.Political reality (especially Korea's nuclear crisis) of North East Asia trigged interest in regional security cooperation and its development. Recent advancement in Northeast Asia regional security cooperation comprises: Korea Energy Development Organization (KEDO), Northeast Asia Cooperation Dialogue (NEACD) and Six-Party Talks. However, the inherent limitations prevent them from evolving into an acceptable security cooperation regime.We envisage in future Northeast Asia Security Cooperation Regime to be achieved through three phases. First, to resolve Korea's nuclear crisis by implementing Six-Party Talks with a wider range of topics. Second, to sign up bilateral and multilateral agreement of peace for sustainable peace on Korea peninsular. Third, to setup Northeast Asia Security Cooperation Organization for the stability and prosperity of the region.Dealing with Cold War mentality as well as the complexity of regional security, a single country's foreign policy would not be able to resolve regional conflict. Northeast Asia Security Cooperation Regime is a historical necessity. We would require wisdom and courage to create, on the basis of a Northeast Asia Security Cooperation Organization, a stable and peaceful Northeast Asia and Asia Pacific at large.
