Research On The Early Warning Management Of Self-Injury,Self-Mutilation And Suicide Crisis In Prison H

The security of prisons is of great significance to economic and social development.At the same time,the protection of prisoners' personal safety and other legal rights also reflects the degree of rule of law and civilization of a country,which is an indispensable part of the basic strategy of comprehensively promoting the rule of law.Self-injury and self-mutilation of criminals,especially suicide and other unnatural deaths of criminals,have always attracted the attention of the society and the media,which affects the security and stability of prisons.Criminals' self-injury,self-mutilation suicide crisis early warning management is an important part for the prison in the criminals self-injury self-mutilation suicide crisis management,which can not only let the prison mentally prepare itself and get ready for the emergency response to the self-injury suicide crisis to prevent it from actually happening but also can reduce the impact and losses to the prison if the crisis takes place.At the same time,the criminal self-injury and self-mutilation suicide crisis early warning and prevention management reflects the prison's management ability.This paper applies the theory of early warning management to the crisis management of prisons in China,discusses the crisis early warning management of prisoners' self-injury,self-mutilation and suicide in prison H,and tries to put forward some suggestions that can promote the crisis early warning management of prisons in China,including but not limited to the early warning management of prisoners' self-injury,self-mutilation and suicide crisis.H prison is under the jurisdiction of the provincial prison administration bureau of J province.It is a prison of medium and low level of security which means most of the prisoners are young,middle-aged and male criminals with short sentences,30%of the them are jailed several times for committing crimes and the crimes are mostly violent and greedy(theft,rape,etc.).Since 2014,H prison has been devoted itself to constructing the command center and pushing forward the prison crisis management,thus has made some achievements in the crisis early warning management,and set up organizations and systems for commanding and dispatching,investigation and judgment of the prison's situation,inspection and supervision,preventive control and emergency management measures and other aspects.Right now,the crisis early warning management is continually being strengthened and unified,emergency plan construction and relevant infrastructure have made great progress.However,the criminals self-injury self-mutilation suicide crisis early warning management is hindered by many problems including the lack of the relevant systems,the imperfection of early warning mechanism and safeguard,the unfulfillment of investment,the inadequacy in the early warning theory research and practice,the unprofessionalism and so on.Behind these problems,the paper discovers that the consciousness for the crisis early warning management is still not strong enough,the organization construction is unreasonable,the formulation of laws and regulations are delayed,there is a lack of funding sources and professional talent team construction...From the experience of United States,Britain,Germany,Japan and other developed countries,the paper suggests strengthening H prison's awareness for criminals self-injury,self-mutilation suicide crisis early warning management,increasing investment,improving the laws and regulations system and straighten the administrative mechanism to enhance the crisis early warning management,trying to minimize the risk of self-injury self-mutilation suicide crisis events.
