A Study On The Crisis Management Of H Prison Based On Life Cycle Theory Of Crisis

With the arrival of the new century, China has entered a stage of economic and social transformation. As the new problems arise, the situations of the prison supervision security is grim, prison crisis management faces amount of challenges. Accordingly, it is necessary to strengthen a study on the prison crisis management.In the mid-1980 s, foreign scholars Fink introduces the life-cycle theory of crisis management for the first time, it is described from the point of view of life cycle. Based on Robert heath 4 R model,the four stages of crisis management model was corrected by FMEA(Federal Emergency Management Agency). The model divides the process of public crisis management into four stages: mitigation, preparation, response and recovery. It is Mitigation and Preparedness before the crisis,and the Response and Recovery after it, four stages constitute the process of crisis management cycle.On the basis of the theory, the thesis selected the H prison as the object, using field research method, case analysis method, literature analysis method, expert interviews and other methods, to make the filed research on its crisis management institutions, emergency planning,specific operating procedures and disposal results of crisis management from the years, for the purpose of analyzing of the problems in the management of the four links in the life cycle of the crisis and the underlying reasons behind them.Through the comprehensive research, the thesis concludes that the existing problems of H prison in the stages of crisis mitigation, the preparation, the response and the recovery.Mainly including potential security liability of infrastructure construction, the sense of crisis management need to be improve, the lack of well-established crisis management system, lack of special institutions for the management of crisis, insufficient talent reserve and equipment,inadequate facilities, slow response, secondary crisis caused by inappropriate response, and the lack of an effective summary rectification.Accordingly, the thesis puts forward five countermeasures respectively——Establish and improve the risk of crisis management; Construct the basic hardware infrastructure; Improve crisis response literacy of police staff; Strengthen the technology of crisis prevention and control, and perfect the system of crisis management mechanism. Moreover, in the furtheroptimization on the prison crisis management of H Prison at the same time, to provide some beneficial reference for the crisis management of the other units.
