Prison Crisis Management Research And Countermeasure Analysis

With the reform of the judicial system, the voice which is about fairness、justice、 public law-enforcement from public is much more strong, this makes the work on prison become more and more transparent. Meanwhile, the development of internet、the popularity of information terminal、the speed and range of information transmission are intrinsically different from before, the risk of crisis is much more intensified in prison, this is a challenge for the response and handing capacity of crisis of the prison. Establish and perfect the crisis management mechanism in prison is the important reflect which promote the standardization and legalization construction further, it is also the objective requirement that strengthen construction of polices’team in the prison and it’s a important safeguard which ensure the safety of jails and maintain social stability.At present, there are still many problems on the public crisis management in our country:firstly, the awareness of prison crisis is weak,such as the degree of full participation is low and the basic skills training about crisis handing is short; secondly, the management of prison crisis is not suitable, it is lack of the comprehensive coordination organization that cope with public crisis and without the management process which is unify、standard and normative; thirdly, there’s not a crisis management team which is specialized, prison officers are un familiar with policy、laws and regulations, they are lack of the ability of analyze、adjust to change and control; fourthly, there’s not an effective channel for communicating with public, the communication mode between prison and public is single; fifthly, the equipment in prison obviously lag behind the development of time, it is short of exploration and application on the new technology.The prison crisis factors mainly include five aspects:the first is human factor which include the second criminal case from prisoner and some problems among the construction of the jailers’team; the second is goods factor which include something wrong with contraband、food、medical materials and enterprise production and management in the prison; the third is environment factor which include macro environment and micro environment where prison located; the fourth is institutional factor which include the effect from penalty implementation system and prison system reform; the fifth is contradictory factors which focus on a case that include the contradictory between prison and surrounding areas、public.To strengthen the prison crisis management, prison administrators should pay attention to four aspects of work:at first, strengthen the construction of prison PR ability, attaches great importance to the network analysis and guidance of public opinion and strengthen the prison crisis information opening; at second, establish the mechanism about crisis warning and joint defense, strengthen the construction of prediction system、pre-arranged planning formulate and warning system, strengthen the defense with other departments; at third, use prison affairs microblog rationally and formulate the long-term development mechanism, improve the management level of the standardization of the government affairs microblog, attaches great importance to the function application and the construction of branding characterization and scale; at fourth, strengthen the institutional innovation of prison crisis management, which include the institutional innovation of security management、punishment execution management、education management、enterprise management and team management.
