Research On Foreign Affairs Management Of District Government

With the development of economic globalization and changes in the external environment,Sino-foreign exchanges have become more in-depth and frequent,and local governments have increasingly communicated with each other.The objective needs of economic and social development have put forward new requirements for local foreign affairs management.The central government has put forward two requirements for the local government's foreign affairs management:one is to serve the central government's overall diplomacy,and the other is to serve the local economic development.Therefore,it is necessary for the foreign affairs management departments of local governments at all levels to change their functions and find new management models,so as to implement the requirements of the central government and meet local economic development.This article starts from the grassroots foreign affairs department,selects Wujiang District of Suzhou as the research object,and conducts a study on the foreign affairs management of the district and county governments.First of all,the background and research significance of the topic of this article are proposed,and the theories and research areas related to local foreign affairs management at home and abroad are evaluated and analyzed.The concepts and theoretical analysis tools related to the theme of the paper are elaborated.The research content and framework of this article are introduced in detail.Point out innovation and research difficulties.Next,we discuss the evolution of the system and management methods of local foreign affairs management,briefly introduce the principles,systems and institutions of local foreign affairs management,and divide the evolution of local foreign affairs management into four periods,which are the periods of highly centralized management by the central government.1.The period of early development of local foreign affairs,the period of rapid development of local foreign affairs,and the transformation of local foreign affairs functions.Secondly,Wujiang District of Suzhou City was selected as the case analysis object to further analyze the status of foreign affairs management of district and county governments in more economically developed regions.Starting from the current regional development situation and opening level of Wujiang District,the historical evolution of its foreign affairs management organization is elaborated,and the functions of the foreign affairs management department of Wujiang District are analyzed and summarized in detail,from the reception of foreign guests,management of going abroad for business(international),and international friendship.The four aspects of urban communication and foreign-related management discuss the effectiveness of their current management.Starting from the current management situation in Wujiang District,it is found that there are five problems in the process of foreign affairs management.The foreign affairs management work is in a state of "unable to rely on",failing to establish authority in the township foreign affairs management,and the friendship between the cities begins.Alienation and communication activities are gradually reduced,and foreign affairs services cannot meet the demands of citizens.Most foreign affairs cadres are caught in daily translation and reception work.In view of the problems found,the reasons for the problems were analyzed one by one:first,the system and mechanism were not perfect;second,the foreign affairs management function was not fully exerted;third,the unbalanced development of the friendship and development of the friendship city;fourth,the foreign affairs served the people with a single means;Fifth,the comprehensive management capabilities of foreign cadres are not strong.Finally,combined with the actual situation of Wujiang District in Suzhou City,it proposed countermeasures to improve the level of foreign affairs management at the district(county)level from five aspects:improve the foreign affairs management system,clearly position and standardize management;"Foreign affairs" pattern;integration of friendly resources,multi-level and multi-field development;implementation of the"foreign affairs for the people" concept,innovative ways of serving the people;strengthening the cadre team building,and improving foreign affairs management capabilities.Strive to provide some experience and reference to the district-level foreign affairs management from a theoretical level,so that local foreign affairs can better implement the requirements of serving the overall diplomacy of the central government and serving local economic development,and further promote high-quality local development.
