With an important role in economic development and social progress, talents are more and more emphasized by people, so the human resource policy wins wide concern from the society. Reasonable and efficient human resource policy is the fundamental requirement of the human resource work in various districts. How to attract, retain and make good use of talents in the human resource market, how to make efficient allocation of the resources in government, market and social organizations in the human resource work and make them jointly participate in the talent introduction, cultivation and preservation, and how to play the market mechanism and stimulate the innovation and creation enthusiasm of talents have been the key factors for the economic development in a district.This paper, according to the requirement proposed in the third plenary session of the 18th CPC national congress "give full play to the market’s decisive role in the allocation of resources", with talent market as the background, analyzes the theoretical basis of human resource policy of local government combining with the public policy theory, human capital flow theory and talent market theory, and then discusses the important role of human resource policies in various levels of local governments from theoretical and practical aspects through analysis to the historical progress and current situation of the human resource policy in Wujiang district. In recent years, Wujiang has launched several policies about human resource introduction, cultivation and development, provided policy support for talents in venture capital, industry hatch, salary and allowance, house purchase subsidy, rental subsidy, etc., offered various talent attraction, cultivation, employment and stimulation policies, promoted the talent introduction and flexible flow, created the good atmosphere to stimulate innovation and entrepreneurship, and provided strong and powerful talent guarantee and intellectual support for the constant economic growth in this district and to the establishment of "harmony Wujiang". However, some problems are exposed in the development, for example, the incomplete system of laws and regulations matched with the human resource policy, poor pertinence of the industrial pattern of human resource policy, slow talent introduction and cultivation process, poor implementation of human resource policy, limited financial support in talent introduction, lack of market guidance in human resource cultivation policy, etc., so that the economic development in Wujiang district is restricted to a certain extent and the experience summary is urgently needed in the adjustment of economic structure and the quickening of economic development.It is obtained from analysis that Wujiang district should further improve the laws and regulations matched with the human resource policy, construct the human resource policy evaluation and supervision system, perfect the talent introduction system, cultivate more social organizations to participate in the transformation of scientific and technological results, promote the cultivation and management policies for high-tech talents, and create conditions for them to play their initiative and enthusiasm. It is expected that the above analysis can offer certain reference to other districts at the same time of providing suggestions to Wujiang district.
