Along with the rapid economic development of Wujiang district, a large population of people imported, and the house price rose, this new type of " group- oriented leasing" appeared rapidly as bamboo shoots in the areas of wujiang district, which has brought a huge challenge to the management of city. These years, the "group-oriented leasing" appears in the process of the development of cities, both for the government management departments and academia, the research of " group- oriented leasing" is still at the initial stage, and the choice of the modes of the management is still in the exploratory stage. Therefore, it has a very important practical significance for the safe construction of law and for building a harmonious socialist society to study on the" group-oriented leasing" of Wujiang district.At first, this article defines the core concept of" group-oriented leasing", briefly introduces several theories related to the management of " group-oriented leasing", which lays a theoretical foundation for the writing of this article.And then, this article introduces the main methods and difficulties of the management of "group-oriented leasing" of Wujiang district. Indeed, make a fully introduction and resolution key to the mainly problems of group-oriented by the Wujiang Municipal Government,with the typical case in Wujiang Economic and Techonological Development Zone. And pointed out that only penalize the second-handed house owner with traditional enforcement couldn’t resolve the problem radically because of the lack of legislation and huge benefits accumulated by the second-handed house owner. What’s more, the high margin cost of the resolution and shortage of the housing supply is the key point to the appearances. According to that, it is necessary to learn the experience from Guangzhou、Beijing and Hongkong even imitate the USA、UK、France’s pattern concluded the useful information and knowledge for our consideration. In the end,after analysising the mainly problem,with the improvement and enrichment of the legislation and social promotion、increasing the housing supply and built up more governmental condo etc. This article is focus on the resolvent of group-oriented in Wujiang District, make a proposal for the long term mangement system to the group-oriented with the improvement based on the construction of the related political system.
