Research On The Legitimacy Of The List Of Executive Powers

The list of government powers has important significance for deepen the administrative system reform,this move would constraint of executive power.In recent years,we have made some achievements by focusing on the construction of the list of government powers.However,since our list is still at early stage,there are still many drawbacks.This article is composed of three parts,the introduction remarks,main body and summary.The introduction part mainly introduces the background of the list of government powers,domestic research present situation and the purpose of the study.The body of this paper is divided into five parts to discuss the list of government powers.The first part analyzes the development of the list of government powers,concepts and its legal property;The second part analyzes of the present situation of the list of government powers,to find out the legal problems in the list.The third part setting the standard of review after the research method of linking up the policy document and the legislation.On the basis of analysis above,the fourth part proposes that we should be strictly control on the system of review and the mode of review.The fifth part in view of the insufficiency of the list,we establish the cleaning and accountable mechanism,to ensure achieve exert effect on the system.
