Research On The Optimization Of Meizhou Municipality Government Evaluation Under The Background Of List Of Government Powers And Duties

As one of the means of management,evaluation is widely used in enterprises,governments,public organizations and various social sectors,and has become an effective means to measure the effectiveness of their work.As China's political system reform,government performance evaluation has received great attention in theoretical circles and governments at all levels,but in actual operation there are still many problems.The implementation of the local government departments responsibility list system is an important reform task of the CPC Central Committee and State Council deployment,is an important measure of national governance system and governance capacity modernization.By implementing powers list system,scientific government designated administrative authority boundaries,form a real power Co.,a clear division of responsibilities,the government and the market,the social function of modern government management system with clear boundary.In the evaluation of the practice of government departments,it can not only effectively solve the problem of what evaluation,but also provides a "who will evaluate" a variety of ways to achieve,but also conducive to the assessment of accountability".Therefore,it is of theoretical and practical significance to explore the evaluation system of government departments with the help of the power and responsibility list.Based on the literature,understand the research status of domestic and foreign government power list evaluation development situation and the government,the connotation and extension of the list of responsibilities,explore the list of responsibilities as a power control mechanism,based on promoting local governments at all levels,and new ideas of government departments combined evaluation.Taking Meizhou city as example of local practice,the introduction of comprehensive evaluation method to establish evaluation index system to make a list of responsibilities,responsibilities matters can be quantified,this study is called "accrual list index",a list of responsibilities index can effectively modify the evaluation results,at the same time,the research department budget,staffing agencies and responsibilities related matters.In addition,the paper explores the application of feedback from the perspective of responsibility list.
