Research On Path Optimization Of Provincial Local Government Power List System Implementation

With the advancement of the construction of the rule of law government,the Party Central Committee pays close attention to the power list system and formulates relevant documents.Under the guidance of the Party Central Committee policy,governments at all levels in the country began to formulate and implement a power list system,and all localities have achieved initial success.However,any system that implements China's regional differences is more likely to be adapted to local conditions.the implementation of the power list system requires the unified deployment and planning of the central government,as well as the coordination and flexibility of the local government.How to implement policies and systems well,while highlighting local characteristics and promoting local development,is also the key to the formulation and improvement of the local government power list system.Based on this,this paper takes Shaanxi Province as an example to explore the path optimization research of local government power list system.First of all,the article is based on Marx's theory of cheap government,limited government theory,public choice theory and other relevant theoretical foundations,explaining the origin of the power list system and showing the relationship between government,society and citizens.Secondly,it expounds the development and division of the formation of China's power list system,and then summarizes the implementation methods and typical implementation paths of the provincial government power list system.Thirdly,combined with the specific situation of the formulation and implementation of the power list system in Shaanxi Province,through Smith's policy implementation process model,the problems in the implementation process of the power list system in Shaanxi Province are analyzed from the formulation of the main body,the implementation of the main body,the receiving object and the external environment.Finally,through the previous interviews and the generalization of the typical routes in other parts of the country,the perfect path of the provincial government to improve the power list system is obtained,and it is universal and provides reference for other provincial governments.In turn,we will standardize the implementation of government power and achieve full rule of law.Make public power truly "run in the sun".
