A nation's fate rests with education, first of all, with elementary education. Our country is a multi-ethnic country with 55 ethnic minorities, the elementary education in the ethnic area is not only related to the development of the ethnic area, but also to the prosperity and stability of the entire Chinese nation. Since the founding of the nation, ethnic elementary education in China has obtained the great achievement. However there are still many problems and the most serious one is fund shortage of ethnic elementary education. Financial input in education has become the bottleneck which restricts the development of ethnic elementary education. This article takes the Tujia nationality as an example, and analyzes financial input in elementary education systematically, and puts forward the related proposal to perfect the system of financial input in elementary education in ethnic area.This paper consists of one introduction and four chapters. The introduction gives a general idea of this article's significance and interrelated study development. The first chapter analyzes the question of financial input in ethnic elementary education, reviews the history of financial input system of elementary education and summaries its characteristics. The second chapter summaries the history and the present situation of elementary education in Tujia nationality area, and analyzes the questions and the legal system of financial input in elementary education in Tujia nationality area. The three chapter analyzes the financial input system of developed countries demonstrates,especially the preferential policies and measures for the ethnic minorities and remote area, which provides the experience for financial input in ethnic elementary education in our country. The four chapter points out the legal system of financial input in ethnic elementary education is not established perfectly, there are still many problems, for example: the legislation lag, not enforcing the law strictly, ineffective supervision and the lack of judicial relief system etc. Through analyzing these questions, this text puts forward the proposal about perfecting the legal system of financial input in ethnic elementary education in our country. The main contents are as follows: first, perfecting legislation of ethnic elementary education, constituting specifically the "Input Of Education Finance Act" which sets a chapter to regulate financial input in ethnic education; secondly, strengthening enforcement of the law of financial input in ethnic elementary educational; thirdly, establishing efficient supervision of financial input in ethnic elementary education, perfecting various kinds of supervision system and relief system of financial input in ethnic elementary education, through administrative and judicial ways, sanctioning the behavior of violating the financial input in ethnic elementary education, and safeguarding healthy development of ethnic elementary education.This paper mainly uses the historical method, the literature method and the comparison method. The historic research method is used to discuss the development history of the financial input in ethnic elementary education. The literature method is used in many parts of this paper, it is the main method of this paper, though reading a lot of books about the history and the presentsituation of ethnic elementary education and finance input in education, the writer studies thoroughly problems of financial input in ethnic elementary education. The comparative method is used to compare the financial input in elementary education of difference countries, and put forward the proposal to perfect the legal system of ethnic elementary education finance.The innovation of the paper is the special research on the financial input in ethnic elementary education. The writer analyzes the legal system of financial input in ethnic elementary education in our country and puts forward the proposal to perfect it.
