Research On The Problems And Countermeasures In The Implementation Of Volunteer Service Policy For College Students

In recent years,the field of volunteer service in China has developed rapidly,and the development of volunteer service has been paid more and more attention by the Party and the state.General Secretary Xi Jinping once pointed out profoundly:"The Chinese youth volunteer undertaking is a major initiative of the Communist Youth League led by our party to innovate in the field of work and serve the needs of society under new historical conditions.In the "Thirteenth Five-Year Plan" adopted in 2015,it clearly put forward the idea of "mobilizing social forces to carry out volunteer service activities extensively",which provided a broader space for the development of volunteer service,and volunteer service has become a national strategy.The development of volunteer service needs policy support.Since 2007,the State Council,the Ministry of Education,the Ministry of Civil Affairs and other departments have issued a series of voluntary service related policies,which have played a good role in promoting the voluntary service activities of college students.However,there are still some problems that need to be resolved during the implementation of university students' voluntary service policies,including both the main part of policy implementation,the target of policy implementation,and the social and environmental issues of policy implementation.These problems have a certain impact on the results of policy implementation.In the process of implementing the policy,there will often be a certain deviation from the content of the policy itself.These deviations usually lead to partial implementation of some policies,and then fail to achieve the original intention originally formulated.With this as the premise,this article takes the implementation process of university student volunteer service policy as the main research object,application of a combination of questionnaires.interviews and literature research.While expounding the concepts related to volunteers,volunteer services,and public policy implementation,through the analysis of volunteer failure theory and policy execution theory,the college student volunteer service policy is summarized as the theoretical analysis basis of the full text.Then take Suzhou higher vocational colleges as research objects to carry out actual investigations,analyze the problems arising from the implementation of relevant policies by the voluntary service organizations of higher vocational colleges,and propose corresponding solutions from different levels.It is hoped that this study can provide some reference for improving the conditions of policy implementation,improving the effect of policy implementation,and further promoting the college students' voluntary service.
