ILO Member States Report System And It's Improvements

In 1919,the ILO was established and the ILO member States Report System was set up.In 1926,the Conference Committee on the Application of Standards(CAS)and the Committee of Experts on the Application of Conventions(CEACR)were successively appointed,with the responsibility for regular supervision of the observance by member States of their standards-related obligations.This dissertation sorts out the establishment and development of the Report System-taking conventions No.100 and 111 as examples which concerning the fundamental principles and rights of "the elimination of discrimination in respect of employment and occupation",combining the actual application of Brazil,South Africa,Sweden and the United Kingdom in fulfilling their reporting obligations and other standards-related obligations-analyzes the experiences and shortcomings and then recommends improvements.Finally,it also analyzes the experiences and shortcomings and their causes on the actual situation of China's application of Report System,and then proposes improvement measures from the national perspective.It is found that,over the past 100 years,the Report System has gained valuable experiences in supervising the application of Report System from its development and implementation,such as giving full play to the independence and professionalism of CEACR and the tripartite nature of CAS,taking direct contact procedures and providing technical assistance,cooperating with other international organizations.However,there are still some urgent issues to be resolved as follows:reports delay or no submission,unqualified contents of the reports,poor supervision effect on labour standards.Therefore,it suggests that the ILO should improve the Report System's supervisory role from the aspects of enhancing the willingness and competence of members to fulfill the obligations,improving the comments'influence,designing diverse reporting guidelines,and strengthening the coordination between the ILO Report System and other international bodies' Supervision Systems.There are two prominent problems in China's performance of reporting obligation:poor quality of the reports and lack of social organizations' full participation.Therefore,it suggests that China should enhance its ability to fulfill the reporting obligations by establishing a regular domestic human rights assessment mechanism,setting up a unified national human rights statistical database and expanding the breadth and depth of social organizations' participation.
