Individual Reorganization:Research On The Path Of Building White-collar Community Participation

To innovate the urban social governance system and create a pattern of autonomy,co-governance and co-construction and Shared social governance requires extensive participation of residents.How to promote the extensive participation of residents,especially in the business building community governance to improve the enthusiasm and degree of building white-collar community participation,is an important issue.Therefore,the purpose of this study is to discuss the community participation of white-collar workers in commercial buildings,and then explore the possible ways to promote the community participation of white-collar workers in commercial buildings.The study finds that in the practice of community governance of commercial buildings in HZ Street,the community participation of white-collar workers in buildings presents a phenomenon of "absence",which is mainly manifested in the low overall participation rate and imbalance,single participation form and low level,swaying participation attitude and low autonomy.Organized participation is an important way for individual community participation.In the community governance of commercial buildings in HZ Street,white-collar organizations mainly rely on authoritative organizations,authorized organizations,endogenous organizations and exogenous organizations to participate in the community governance of commercial buildings.However,there are some shortcomings in these four organizational participation paths,which make it difficult to be effective.Promote white-collar workers to participate in community governance of commercial buildings.Its shortcomings are mainly manifested in the participation under the guidance of authoritative organizations:the difficulty of entry of grass-roots Party branches,the limited leadership of white-collar Party members,the path dependence of the functions of government departments,and the absence of intermediary organizations.Under the guidance of authorized organizations,participation is mainly manifested in the following aspects:property companies or building owners are faced with dual driving forces of rights infiltration and interest pursuit,while top-down groups have narrow coverage,which makes white-collar buildings lack space for participation.The participation under the guidance of endogenous organizations is mainly manifested in the slow development of self-organization and the difficulty of self-government;the lack of norms and guidance of network circles makes the role of self-organization play a weak role.Participation under the guidance of exogenous organizations is mainly manifested in the pursuit of maximum profits and unstable mobilization ability of enterprises.The"Troika" of community governance of commercial buildings is facing the dilemma of weak autonomy and lack of credibility.In the era of individualization,the predicament of white-collar community participation in commercial buildings should be attributed not only from the organizational level,but also from the individual level.Through the study,it is found that the individual attribution of the predicament of white-collar workers' organizational participation in buildings is due to the emphasis on maximizing individual interests,weak community awareness,loss of identity,weak sense of autonomy and absent communication.Therefore,in order to promote the participation of building white-collar community in the era of individualization,we should build a way of participation based on the multiple needs and interests of individuals,that is to say,we should emphasize the path choice which is oriented by the needs of building white-collar,service as the carrier,autonomy as the core,linkage of multiple subjects as the support,and public and private interests aggregation as the goal.In order to promote the community participation of building white-collar workers and realize the autonomy and co governance of business building community.
