Gongyi City Government To Promote Transformation And Upgrading Of Industry Problems And Countermeasures Research

County economy is the general term of all economic activities within the county area,the basic unit with relatively perfect social and economic functions,the basic component of the whole national economy,the important unit to implement national policies,and plays an important intermediate role in the development of national economy.The industrial structure is an important part of the county economy.To speed up the upgrading of the industrial structure is a national task at present.The upgrading of the regional industrial structure can effectively improve the industrial and economic competitiveness of the region,which is closely related to the role of the local government.Different functions of local governments will lead to different forms,upgrading paths and effects of local industrial structure.Therefore,what responsibilities should local governments take,what roles they play,what policies they implement and what purposes they achieve in the process of upgrading industrial structure are worthy of our study.This paper first uses the theoretical analysis method,on the basis of elaborating the relevant concepts of industrial structure,transformation and upgrading,and takes Gongyi City of Henan Province as the research object,and discusses the behavior mode that the government should have in the upgrading of industrial structure at the level of county economy.Secondly,on the basis of a comprehensive description of the economic development status,development characteristics and existing problems of Gongyi City,according to the relevant data of Gongyi statistical yearbook and Henan statistical yearbook,the main economic index data are calculated by using the SSM analysis method,and the structure and competitiveness of the first,second and third industries in Gongyi City are compared and analyzed,and the analysis conclusion of the SSM method is combined to analyze the Gongyi City.The existing problems of industrial structure are analyzed.Thirdly,it summarizes and analyzes the measures and countermeasures taken by the government in the industrial structure upgrading of Kunshan city,jiangsu province and jinjiang city,fujian province,which are the top 100 counties in China.Finally,the paper puts forward some suggestions on how to promote the upgrading of local industrial structure,realize the transformation and upgrading of primary,secondary and tertiary industries,and integrate the development.This paper holds that the government plays an extremely important role in the process of upgrading the industrial structure.From the formulation of economic policies to the guarantee of economic operation,different measures and methods will produce different effects of industrial transformation and upgrading.As an important carrier of implementing national policies,Gongyi City is also one of the top 100 economic counties.The measures and countermeasures that the government should take to promote the industrial transformation and upgrading can provide experience reference for other regions in China with similar development situation with Gongyi City.
