Under the background of institutional adjustment,most of the administrative organs in the country are faced with the situation of merger,adjustment and diversion.However,the merger of national and local taxes has brought about the situation of"more than enough staff",and the flow of internal and external personnel makes the flow of civil servants in the tax system increasingly prominent many new problems,It shows the instability of the personnel team,the dynamic fluctuation of the tax official's psychology,the frustration of the enthusiasm,the serious brain drain,which further affects the harmony of the collection and payment relationship and the normal process of the national tax.Therefore,the research on the problem of personnel flow in the tax system has become an urgent practical problem.Based on this background,this paper hopes to make a systematic analysis of the problems existing in the current flow of tax officials,analyze the flow mode,influencing factors and problems arising from the flow of tax officials in H City,and put forward countermeasures to promote the reasonable flow of tax officials in combination with foreign experience,so as to put forward reasonable opinions on the flow management of civil servants in the institutional reform.This paper draws the following conclusions:the conclusions include the following aspects:(1)there are different ways of flow in the personnel flow of H Municipal Taxation Bureau:internal flow includes personnel post adjustment,special family situation of personnel transfer,upward flow of function division,large audit system,flow from underdeveloped areas to developed areas,transfer from leading positions to deputy positions,retirement of cadres,and external flow Activities include government selection,self employment and flow to excellent enterprises.(2)The influencing factors of personnel flow of H city tax bureau:family and professional needs of tax personnel,high risk of tax enforcement,strong professional tax position,narrow rising channels,restriction of training and development environment,lack of perfect civil servant flow security mechanism and implementation environment.(3)The problems caused by the turnover of personnel in H city's tax bureau:the sharp increase of brain drain,the decrease of tax service efficiency,the multiple posts of one person,and the aggravation of polarization.(4)The measures and suggestions for improving the mobility of civil servants in H Municipal Taxation Bureau include:strengthening the construction of professional mobility system,improving the management mechanism of professional mobility,cultivating a good tax humanistic environment,strengthening education and training,and improving the comprehensive quality of tax civil servants.
