Civil service system, as a vital part of the political system, plays an very important role in administration reform. The sound and dynamic civil service system is the root of the modern administration and it will guide a state to the way of good politics and continuing development. Politics, management science and law science will be richen in theory and practice by the development of Chinese young civil service system with tremendous development needs. Furthermore, the reform of the political and administration system also depends on the development of the civil service system. Hence, it is significance to discuss the possible space, directions, paths and measurements of the development of civil service system. Especially after the civil service law was just issued in China.Institution means all kinds of rules and constraints guide people's behavior. It is constituted by three essential factors: informal constraints, formal constraints and implement mechanism. Formal constraints will be effective in condition that it was admitted by society or it was comply with informal constraints. The study on civil service system should focus on not only formal constraints but also informal constraints. We can discuss the system efficiency from two aspects: system arrangement and system structure. The efficiency of system arrangement depends on its general suitable, the function of relevant system arrangement and implements mechanism of system. The efficiency of system structure is decided by the efficiency of a single system arrangement and then it is also influenced by the situation of system allocation. There are three types of system allocation: system coupled, system conflict and system vacuum. According to institutional change theory, this dissertation discusses the problems of current civil service system in China based on the review of civil service system history and the analysis of its achievements and characters.Further development of civil service system is a kind of institutional change. It is a process of a lower efficiency and effectiveness system is replaced by a higher one. There exists various technology and social constraints in the process of institutional change. Institutional change is caused by potential profits which is observed in current system but can't be get unless rearrange system or create system. People would like to support to change system when they think their profit will be larger than their cost. The direction, model and the path of institutional change was influenced by the characters of behavior, given profits constraints and path-dependence.The theory of institutional change is an effective tool on the research of the further development of civil service system. The process of the further development is to purchase the potential profits based on mutual effect, conflict and compromise among various constraint factors. These factors include the environment of further development, motivations and obstructions, development trends of current civil service system, reform objects of public sector etc. This dissertation lists all of these influential factors and analyzes their influence. At the same time, the dissertation also analyzes the conflict between formal system and informal system, the variation of civil service system, bureaucracy and post-bureaucracy have the aid of supply-need framework. In addition, the dissertation argued the characters of subject, principles and option system collections in the process of the system supply.Service-oriented government is the direct environment, the background and the premise of the further development of civil service system in China. The management idea, management model and the culture environment in organization should be changed in order to meet the needs of service-oriented government. According to institutional change theory, the path of further development of civil service system in china may choose the model of progressional-compelled institutional change and assisted by the model of radical-needs inductivity institutional change. The improvement of single civil service system is guided by the object of service-oriented government. The discussion focus on classify system of civil service, competence model and performance management.
