Since its implementation,China's civil servant system has promoted the scientific and legal management of government personnel,and the corresponding incentive mechanism has also played a positive role to a certain extent.But with the development of social economy,the concept of incentive has been obsolete,and the level of incentives for civil servants is generally not high.,incentive mechanism of civil servant is relatively lagging behind the development of the government function,can not adapt to the new situation the need of the deepening of reform and opening up and modernization construction,thus establish a scientific,standardized and effective incentive mechanism become the urgent task at present.By the 13 th session of the National People's Congress in March 2018 of a meeting by agencies of the state council reform plan for reform of duty land tax collection and management system,after the institutional reform,tax system comprehensive integration requires a process,during which need solving three problems and the internal integration,personnel dismissal and cadre incentive problem,the heart of the problem,and these three are one.Civil servants in the grassroots tax system face the majority of taxpayers directly,and their performance will directly affect the implementation andimplementation of the national tax policy,the completion of the tax task and the public's understanding and understanding of the national tax behavior.Therefore,it is necessary to attach importance to the satisfaction degree and incentive mechanism of civil servants in the grassroots tax system,build a loyal,clean and responsible high-quality and professional civil servant team,and promote the in-depth development of civil servant management reform.Based on the motivation theory,this paper expounds the basic concepts of motivation and the motivation theory of each faction.Taking Maslow's hierarchy of needs as the starting point,combining the motivational theory points,the incentive model is established exploratoryly,and on this basis,The W-city tax system civil servant satisfaction questionnaire was designed for the dimension.After using the SPSS software to process the valid questionnaire data,descriptive analysis and variance analysis were used to identify incentive factors related to overall satisfaction.Find out the main factors influencing the job satisfaction of civil servants in W city tax system by principal component analysis.Finally,by establishing a linear regression model,it analyzes whether there is a causal relationship between the overall satisfaction and the main influencing factors,and finds at the need for belonging and love and respect,salary and self-realization,the health and family care have positive job satisfaction.On this basis,the paper puts forward the incentive measures to improve the job satisfaction of civil servants in W city tax system.
